2005 Legislative Session IGR Committee Bill Approval April 11, 2005 <br /> <br /> Appropriates moneys from General Fund to Oregon Government Standards and Practices <br /> Commission for biennial expenses. Limits biennial expenditures from fees, moneys or other <br /> revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, <br /> HB 2939 2 Support collected or received by commission. Declares emergency, effective July 1, 2005. 3/31 <br /> Establishes Law Enforcement Medal of Honor. Establishes Governor's Commission on the Law <br /> Enforcement Medal of Honor. Establishes Law Enforcement Medal of Honor Account. <br /> HB 2977 3 Support Continuously appropriates moneys in account to Governor. 3/31 <br /> Requires applicant for energy facility site certificate to obtain land use approval from local <br /> government. Requires State Department of Energy to generate environmental impact statement. <br /> Allows site certificate to be granted only if applicant can show need for generating capacity. <br /> HB 3135 1 Support Requires disclosure of financial ability and criminal history by applicant. 3/31 <br /> Provides that duty of county court or board of county commissioners to inspect local correctional <br /> HB 3157 6 Drop facilities is discretionary for facilities not operated by county. 3/31 <br /> Abolishes local government boundary commission having jurisdiction in Lane County and Lane <br /> County Local Government Boundary Commission Fund. Transfers moneys in fund to Lane County <br /> HB 3265 1 Oppose for specified purposes. 3/24 <br /> Authorizes formation of county service districts with overlapping jurisdiction if districts are <br /> authorized to provide different services. Expands purposes for which county service district may be <br /> formed within jurisdiction of local boundary commission. Limits authority of city or special district to <br /> HB 3301 1 Oppose object to formation of county service district. 3/24 <br /> Appropriates moneys from General Fund to Department of Environmental Quality for certain <br /> biennial expenses. Limits biennial expenditures from fees, moneys or other revenues, including <br /> Miscellaneous Receipts, specified bond proceeds and specified federal funds, collected or <br /> received by department. Limits biennial expenditures from lottery moneys allocated from Parks <br /> and Natural Resources Fund to department. Authorizes specified nonlimited expenditures. Limits <br /> biennial expenditures of department from federal funds. Declares emergency, effective July 1, <br /> HB 5026 3 Monitor 2005. 3/31 <br /> Appropriates moneys from General Fund to State Forestry Department for certain biennial <br /> expenses. Limits biennial expenditures from fees, moneys or other revenues, including <br /> Miscellaneous Receipts, and including certain federal funds, but excluding lottery funds, collected <br /> or received by department. Limits biennial expenditures of department from certain federal funds. <br /> HB 5030 3 Monitor Authorizes specified nonlimited expenditures.
