2005 Legislative Session IGR Committee Bill Approval April 11, 2005 <br /> <br /> Establishes Post-Secondary Education Promise program to be administered by Oregon 529 <br /> College Savings Board. Establishes Post-Secondary Education Promise Fund and Post- <br /> Secondary Education Finance Account. Directs that $1,000 will be allocated from Post-Secondary <br /> Education Finance Account within Administrative Services Economic Development Fund to Post- <br /> Secondary Education Promise Fund to be placed in individual account for each person born in <br /> Oregon on or after January 1,2006. Allows account moneys and earnings to be used for higher <br /> education expenses if child maintains residency in Oregon. Continuously appropriates moneys <br /> from Post-Secondary Education Promise Fund to Oregon 529 College Savings Board. Directs <br /> Oregon State Lottery to establish line games. Allocates net proceeds from line games to program. <br /> SB 0642 3 Monitor Declares emergency, effective July 1, 2005. 3/09 <br /> SB 0650 1 Oppose Modifies standards for amending existing urban growth boundary. 3/24 <br /> Authorizes construction of single family dwelling on lot or parcel on which land use restriction or <br /> reinterpretation prevents construction of dwelling that could have been constructed when owner <br /> acquired lot or parcel. Requires landowner to apply to governing body of city or county, or its <br /> designee, for approval to construct dwelling. Requires governing body of city or county, or its <br /> designee, to approve or deny application within 120 days of date application is submitted. Provides <br /> for judicial review of denial of application. Specifies regulations that apply to siting and construction <br /> SB 0651 2 Oppose of dwelling. 3/09 <br /> Requires owner of private real property zoned for forest use or mixed farm and forest use to <br /> comply with provisions of Oregon Forest Practices Act as in effect on December 2, 2004. Bars <br /> ,claim for compensation under chapter 1, Oregon Laws 2005, based on land use regulation that is <br /> ~art of Oregon Forest Practices Act as in effect on December 2, 2004. Declares emergency, <br /> SB 0654 2 Support effective on passage. 3/17 <br /> Requires city or county to take final action on application for permit, limited land use decision or <br /> SB 0656 3 Support zone change within 130 days after application is deemed complete, with specified exceptions. 3/09 <br /> Requires city or county to take final action on application for permit, limited land use decision or <br /> SB 0657 2 Oppose zone change within 90 days after application is deemed complete, with specified exceptions. 3/09 <br /> Requires county board or local boundary commission to approve petition for formation of special <br /> district if petition meets specified legal requirements. Applies to petitions filed with board on or <br /> SB 0660 1 Oppose after effective date of Act. 3/09 <br /> Creates private cause of action against owner of private real property that is subject to <br /> modification, removal or waiver of land use regulation pursuant to chapter 1, Oregon Laws 2005 <br /> (Ballot Measure 37 (2004)), for owner of affected private real property that is reduced in value. <br /> SB 0663 1 Support Declares emergency, effective on passage. 3/17 <br /> <br /> <br />
