This exception is in response to concerns raised during City Council and <br />neighborhood parks <br />RAC deliberations by the Homebuilders Association of Lane County (HBA). The HBA <br />questioned the equity and legality of a system-wide approach for allocation of neighborhood <br />parks that are planned for individual service areas within the overall park system. In response, <br />City staff worked with the Lane Council of Governments (LCOG) to conduct a capacity analysis <br />for individual neighborhood park service areas, and used the results to derive a service-area <br />based cost-allocation for neighborhood parks, which is incorporated in the $57.8 million and <br />reflected in all tables above. <br />Table 6 shows the implications on sample SDCs of this approach versus a <br />system-wide capacity <br />. The system-wide approach was endorsed by a majority <br />analysis by park type for all park types <br />of the RAC for reasons including consistency with the City’s other SDC methodologies (i.e., <br />stormwater, local wastewater, and transportation), technical and administrative feasibility, and <br />equity. It includes $58.7 million in total growth costs, which is approximately $0.9 million – or 1.6 <br />percent – more than the above approach with a service-area allocation method for neighborhood <br />parks.
