Capacity in both existing and future parks is allocated to both existing and <br />future users based on estimated population served at the park service area level. Existing <br />system-wide inventory is no longer allocated to the needs of existing users first. This results in a <br />different mix of reimbursement and improvement fee in the SDC calculation. <br />Using a system-wide capacity analysis for purposes of cost allocation results in a nominal <br />reimbursement fee component for neighborhood park land acquisition because planned system- <br />wide neighborhood park LOS (acres of developed neighborhood park per 1000 population) <br />declines to a minor degree in the future. However, using a park service area approach results in <br />a much more significant reimbursement component because a percentage of population served <br />within existing individual park service areas is associated with development of new housing <br />units (growth). <br />Conversely, the improvement fee is lower using the alternate method because a percentage of <br />population served within future park service areas and expanded park service areas related <br />future access improvement projects is associated with existing housing units and population. <br />Estimated SDC rates reflecting these effects are provided in Table 5. <br />B,NPGA P46 <br />ATTACHMENT EIGHBORHOOD ARK ROWTH LLOCATION AGE OF <br /> <br />
