<br />An O~dinance levying assessments for the g~ading and graveling of Taylor
<br />Street from the North line of Eighth Avenue West to a point 231 feet North of the
<br />North line of Eighth Avenue West in the City of Eugene, having been read the first
<br />time on February 24th, 1931, and regist'ered notices for protests having been sent,
<br />is read the second time and object,ions called for and none heard, and on motion
<br />the ordinance was read the third time under suspension of the rule and was placed
<br />on its final passage. The ayes and nays were called, all present voting aye, nay,
<br />none, absent Zumwalt. The Ordinance was declared passed and numbered 80?8.

<br />North side of 13th Avenue from the West line of Olive Street to a point 167 feet
<br />East of the East line of Charnelton Street, "in the City of Eugene, Lane County,
<br />Oregon, having been read the first time on February 24th, 1931, and registered
<br />notices for protests having been sent, is read the seoond time and objeotions
<br />called for and none heard, and on motion the ordinance was read the third time
<br />under suspension of the role and was plaeed on its final passage. The ayes and
<br />nays were called, all present voting aye, nay, none, absent Zumwalt. The Ordinance
<br />was declared passed and numbered 8029.

<br />An Ordinance adopting the survey, plat, and report 'of the City Engineer as
<br />to the Proposed Opening of the Alley between Monroe' Street and Adams Street and
<br />First Avenue to Seoond Avenue in EUgene, Lane County, Oregon, was read the f1rs~
<br />time, and passed its seoond and third readings by title byuh~imcus consent under
<br />suspension of the rule, and was plaoed on its final passage. The ayes and nays
<br />were called, all present voting aye, nay, none, absent Zumwalt. The Ordinance was
<br />declared passed and numbered 8030.

<br />An Ordinance levying assessments for the construction of a concrete side~
<br />walk on the East side of Willamette Street from 16th Avenue to Hospital Drive in
<br />the City of Eugene, Lane County, Oregon, was read the seoond time and objections
<br />called for. 1~. Glenn H. ~ogers appeared and objected to the passage of the pro-
<br />posed assessment. Motion was made, seconded, and carried that his objections be
<br />denied. Whereupon the ordinanoe was read the third time and placed on its final
<br />passage. ~he ayes and nays were oalled, all p~esent voting 'aye, nay, none, absent
<br />Zumwalt. The Ordinance was d~olared passed and numbered 8031.

<br />Councilman Large called attention to the Council of the p~aotice of wood,
<br />dealers parking around the Public Market and ocoupying the space which should
<br />be afforded to patrons of the market and suggested that these wood wagons should
<br />be restrioted by ordinanee to loeations outside of Fi~e ~one 2. The matter was
<br />refer~ed to the Judioiary 00mmittee.

<br />Motion was made, seoonded, and carried that the Treasu~er be instructed
<br />to t~ansfer $1,000 from the emergenoy fund to the revolving fund for the purpose
<br />of meeting pay rolls under ,the unemployment program in the same manner as hereto~
<br />fore outlined by the Council.
<br />
<br />Councilman Reid presented for disoussion the subject of charges made by
<br />City Physician for inspection of persons handling milk and food products, oontend-
<br />ing that the charges were exorbitant and oausing muoh dissatisfaotion among those
<br />required to take the examination. On motion it was ordered that this matter be
<br />referred to the Health Committ~to take up in oonferenoe with the City Health
<br />Board.

<br />The following ~solution pertaining to the issuance and sale of $400,000
<br />of Power and Light bonds, presented by t'he Eugene Water Board, was read
<br />and on motion adopted:

<br />WHEREAS, heretofo~e, "at 'a speoial City election held in the City of Eugene,
<br />Lane County, Oregon, on May 27, 1929, there was approved and adopted by the
<br />electors of the City of EUgene an amendment to the Charter of said City providing
<br />for the extension of its Power and Light system and the issuance of $1,250,000.00
<br />

<br />of negotiable bonds for the payment for said improvement.
<br />And subsequently a similar authorization was granted by the, eleotors of
<br />said City authorizing the City Oouncil upon applioation ~rom the Water Board of
<br />the Oi ty to issue interim Power and Light bonds at a high rate of illterest and on
<br />shorte~ maturities during the process of oonst~uotion, which interim Power and
<br />Light Bonds were "to be replaced by the bonds originally authorized on longer
<br />
<br />ma buri ties.
