<br />of the 'presen't owner, the :,de,'f:;lcriptionsof the property held
<br />by him, and the amount of the segregated assessment to that
<br />particular piece of property, and the paym~nts on it, if any.

<br />The checking of this record by an auditor will be a
<br />comparatively inexpensive matter.

<br />This completed record will then afford a safe basi's
<br />for the city to foreclose liens, to issue deeds and to quiet
<br />title to the properties, with the assurance that the title
<br />will hold.

<br />In connection with' the making up of this lien record,
<br />we wish to call the attention of the Council that some three
<br />years,ago, the League of Oregon Cities, since aided by the
<br />Bureau of Muni cipal Research of the Uni versi ty of Oregon,
<br />instituted studies with respect to therebonding of city lien
<br />bonds. WeT'were c'ontacted, and lent eveory aid possible, sent -
<br />members of our committees to the l@gislature, contributed to
<br />the fund, and in 1933, two acts were gotten through the
<br />legislature for the aid of every city in the state. The'
<br />League then li tigated these measures, and on October 18, 1934,
<br />they were declared valid ac t s by the Su-preme Court,' The
<br />League then amended the act and again got it through the
<br />legislature, adding the prOVision that ~allable bonds could
<br />be called and re funded. We lay no part'i cular clai m to this
<br />refo rm, bu t ,do think that the c redi t should go to the League
<br />of Oregon Ci ties, and to the Bureau of 'Municipal Research.

<br />on t:his subject.

<br />At this time Mr. Reid appeared in Council.

<br />Councilman Hendershott moved the adoption of the Committee's report, which
<br />motion was seconded and carried. The Mayor referred the report back to the
<br />Judiciary and Finance Commi t tees to carry, ,out the program outlined in it.

<br />The Finance Committee, by Chairman Hendershott, reported that the lots in
<br />Block 31, Driverton Addition, that Mr. C. F. Thompson and J. Barl Moore wanted
<br />for a public recreation field, would be estimated at about $2500.00. They felt
<br />the ci ty should receive what they have in it and at least half down and the balance
<br />in one year. After a discussion by P. M. Morse, who objected to th1:s because of
<br />"the residence district, Sam Bond suggested that this be shifted to the fair grounds
<br />and asked tha tit be he Id for two weeks.

<br />The Finance Co~nittee, by Chairman Hendershott, recommended the approval
<br />of the sale of Home Owners' Loan Bonds being held, in order to call a part of
<br />Series A. B. Improvement Bonds now outstanding. Motion was made and seconded to
<br />adopt this recommendation. The ayes and nays were called, Councilmen voting aye 8,
<br />nay none, absent none.
<br />
<br />The Finance Committee, by Chainnan Hendershott, reported the following
<br />bills to the Council with a recommendation that they be allowed, and motion was
<br />made and seconded that warrants be drawn for same. The ayes and nays were called,
<br />Councilmen voting aye 8, nay none, absent none.
