<br />The Fire and Water Cow~ittee, by Chairman Bond, recommended the install-
<br />ation of a light at 13th and Van Buren Streets in accordance with petition for
<br />same. Motion was made, seconded and carried to approve this recommendation.

<br />The Fire and Water Committee, by Chairman Bond, also recommended, and the
<br />Water Board was informed, that the Council would furnish water, if they would
<br />install a temporary system on the lower side of Skinner's Butte Park.
<br />
<br />The following Resolution was presented concerning the planting and water-
<br />ing of shrubs in the center parkings of Agate and Villard Streets, and motion
<br />was made and seconded to adopt same. The ayes and nays were called, Councilmen
<br />voting aye, Hendershott, Reid, Zumwalt, Harris, and Carlson. 'Nay~ Lamb, Simon,
<br />and Bond.

<br />Since residents along Agate and Villard Streets and
<br />
<br />other interested citizens are planning to give to the City
<br />
<br />suitable evergreen shrubs for planting the eighteen foot strips
<br />
<br />in the center of said streets;
<br />
<br />Be it resolved that when such shrubs are provided for
<br />
<br />either or both of said streets, the City Council agrees to have
<br />
<br />them suitably planted and cared fo.rty the Park Board, and to
<br />
<br />provide the necessary water during the summer months to promote
<br />
<br />vigorous growth, so that there may be a permanent attractive
<br />
<br />ribbon of green in the center of Agate and Villard Streets.

<br />Mr. Keeney, of the Eugene Garden Club, asked the Council to set aside a
<br />week as Clean Up Wee~, and upon motion duly seconded and carried it was ordered
<br />that the last week in May be so designated.

<br />The Health Committee, by Chairman Zumwalt, recommended the condemning of
<br />a barn at 13th and Je~ferson Sts. Upon motion his recommendation was approved.

<br />The Park Committee, by Chairman Carlson, asked the Council to determine
<br />who was to be the responsible party in the control, management and expending of
<br />funds in the City Parks. The City Attorney was asked for his opinion, and he
<br />stated that the Park Board had full co.ntrol. Chairman Carlson stated that from
<br />now on any and all expenditures would have to be subject to the approval of the
<br />Park Board and not himself.

<br />The Police Committee, by Chairman Simon, presented an application from the
<br />Cosmo Cigar Store for a Retail and Package Beer license, and moved that the
<br />same be approved by the Council. Motion was seconded and carried.
<br />
<br />The Police Committee, by, Chairman Simon, presented a form of ordinance
<br />on"the pin and ball machines without any recommendation. This opened the dis-
<br />cussion, and Councilman Lamb stated that he was in favor of a smaller distributor'
<br />license, and Councilman Carlson suggested that the m'stributor and the operator
<br />each be licensed ~pl.OO a month per machine, and thus pointed out that the city
<br />would not be creating a monoply, and the city would be giving the small operator
<br />a fair chance. At this point the following individuals addressed the Council on
<br />the subject: Mr. Roberts, Mr. Dalton, Mr. Bucknum, and Mr. Ray Sherwin. The
<br />Mayor ordered this matter returned to the Comirlittee for two weeks, at which time
<br />they are to bring in a recommendation.

<br />Chairman Simon brought up the subject of the unsightly condition between
<br />Garden Ave. and Franklin Blvd. in the way of an auto wrecking house maintaining
<br />a rubbish heap. This was referred to the Health Committee, and they were instruct
<br />ed'to bring in a report concerning this at the next regular meeting of the Council
<br />
<br />Chairman Simon further asked for permission to spend $35.00 or $40.00 to
<br />make minor repairs on the city jail in order that the Police Department mig~t
<br />use the same as a temporary detention room. Motion was made, seconded and
<br />carried to allow this expenditure.

<br />Chairman Simon asked that the Police Department be instructed to clear
<br />'Zone I of the City of all night parking, and this was so ordered.
