<br />Claim of Mrs. Mary Ann Turner in the sum of $31.00 for damages sustained to
<br />her car as a result of striking the cement block on the north side of the highway
<br />(Franklin Boulevard approaching the turn and railroad crossing where the highway
<br />connects with ~ast Broadway) was rejected.

<br />Mayor Large extended invitations to all members of the official family to
<br />attend any or all meetings of the Twelfth Annual Convention of the League of Oregon
<br />Cities to be held March 18 and 19 in Eugene. On the blank furnished by the League
<br />asking for suggestions of topics to be discussed, Councilman Bond requested that
<br />the question of parking meters and liquor and gas revenues be presented.

<br />The council sustained the action of the Board of Appeals to grant Foster-
<br />Kleiser Company, advertis.ing agency, permit for a 12' by 25' poster panel in ,
<br />addition to the two panels already located on Lot ~, Block 4, Teshner's Addition
<br />at the soutneast corner of the intersection of ~illamette Street and Eighteenth
<br />Avenue.

<br />Recorder reported that Mr. C. F. Hyde, Lane County Hepresentative to the
<br />Legislature, had informed him that the resolution providing for a separate muni-
<br />cipal accounting by the State Industrial Accident Commission had been approved by
<br />the House and was now before the Senate.

<br />Monthly reports of the Police, Engineer and Fire Departments for Pebruary
<br />together with an annual report from the Engineer Department were presented and ap-
<br />proved.
<br />
<br />Petition asking that the congestion of double-parking between Broadway and
<br />Tenth on Oak be relieved was presented. Considerable discussion followed. The
<br />council was determined that double-parking and over-time parking be remedied at
<br />once. Chief Bergman reported that his officers handed in from 8 to 10 tickets
<br />daily on double-parking violations. City Recorder stated that he could not see his
<br />way clear to impose fines on 8 or 10 offenders when it was C01IlIllon knowledge that
<br />hundred were not being checked at all. The problem was left in the hands of the
<br />
<br />Request of Wills' estate for transfer of assessment overpayment from Lot 2,
<br />Block 6, Ellsworth Addition to Lot 2, Block 6, Scott's Addition was upon motion
<br />made and seconded unanimously approved.

<br />w. V. Draper request for refund to Home Owners' Loan Corporation of $228.64,
<br />overpayment made by them to city for assessments on the East 34.6 feet of Lot 5
<br />and the West 13.4 feet of Lot 6, Block 3, Fairmount Heights Addition was upon motio
<br />/32 made and seconded granted.

<br />An ordinance transferring from the Park Commission of the city of Eugene the
<br />building and maintenance of all roadways in the city parks retaining to the Park
<br />Commission all other rights including regulatory rights was reDd the first time and
<br />passed to its second and third readings by unanimous consent of the council by titl
<br />under suspension of the rule and was placed on its final passage. The ayes and
<br />nays were called, councilmen voting aye, Lamb, Hendershott, Heid, Bond, Carlson,
<br />Hanns, Page and Farrington; nay, none; absent, none. The ordinance was declared
<br />33 I passed and numbered 8504.

<br />An ordinance approving and adopting the plans and specifications of the
<br />city engineer for the construction of a sewer as follows: Commencing at the rear
<br />of the dwelling in approximately the center of Lot 1, Block 27, Chula Vista Park,
<br />Second Addition, to Eugene, Lane County, Oregon, and running thence west across
<br />.Lots 1,'2, and 3, to the alley and connecting with the main sewer, running north
<br />and south through Block 27 in the city of eugene, Oregon, and directing the city
<br />Recorder to advertise for bids for the construction of said sewer in accordance
<br />with such plans and specifications and notifying property owners when and where
<br />the bids therefor will be opened and, considered, was read the first time and passed
<br />to its second and third readings by unanimous consent of the council by title under
<br />suspension of the rule and was placed on its final passage. 11he ayes and nays were
<br />called, councilmen voting aye, Lamb, Hendershott, Reid, Bond, Carlson, Hanns, Page
<br />and Farrington; nay, none; absent, none. The ordinance was declared passed and
<br />34 numbered 8505.
