Survey of the land was left in <br /> I 14 the hands of the City Engineer. <br /> / i )'!J. <br /> .J .: <br /> Councilman Farrington reported that there was an old building on the west ~ <br /> side of Madison between Broadway and 10th an the north side of the alley that <br /> should be condemned. He stated that after some investigation, it was learned that <br /> the city was about to acquire title and as soon as the city acquires title that <br /> /15 the building be destroyed and this was approved. <br /> Mr. Farrington brought up the question of trimming the low-hanging limbs <br /> I of trees in order to provide proper pedestrian and car traffic. It was pointed out <br /> that the c9ntrol of this situation was within the province of the Park Board. <br /> Councilman Page, Chairman of the Park Committee, stated that funds were not available <br /> for thi~ but that in the proposed budget for next year, funds would be available <br /> and the work should be done. Councilman Hanns believed that an ordinance should be <br /> enacted reqUiring the property owner to be responsible for the work and upon the <br /> negligence of the owner himself to attend to it, then the city should take steps <br /> to tri~ the trees and in turn bill the property owner for the expense. The entire <br /> /16 matter was referred to the Park Committee. <br /> Chairman of the Police Committee, Sam Bond, stated that the police depart- <br /> , /17 ment were'daily checking overtime and dOUble-parking. <br /> Reports for the month of September, 1937 were received from the following <br /> 18 city departments: City Engineer, Police and Fire and were ordered filed. <br /> The Recorder read a communication from the Postal Telegraph Company concern <br /> ing the proposed franchise. City Attorney S. M. Calkins stated that the entire <br /> matter of franchises had been thoroughly studied and the Judiciary Committee is to <br /> /19 proceed with securing franchises for both Western Union and Postal Telegraph. <br /> The Judiciary Committee reported that no disposal had been made of the clai <br /> /20 made by Miss Anne Whiteaker. <br /> The City Attorney stated that he had no report yet as to the proper action <br /> I / 21 to take in regard to condemnation proceedings of woodyard at 1791 Jefferson Street. <br /> Relative to the petition requesting cutting of underbrush and trimming of <br /> trees at the S. E. Corner of Fifth and Monroe, the Park Board is to report on this <br /> 22 at the next council meeting. <br /> I <br /> Concerning the petition for care of the center parking of Villard Street, <br /> the Park Board is to ask the property owners adjacent to these strips to take care <br /> /23 of them. <br /> Letter from the Commander of,the Commander's Council, F. C. Westerfield, <br /> requesting the Council to provide the shrubs and trees on the south slope of <br /> Skinner's Butte Park, which has been dedicated as a memorial to the deceased service <br /> men of Lane County, with water, was ordered filed inasmuch as the fall rains are <br /> / 24 here. <br /> The petition protesting the maintenance of incubator factory, auto trailer <br /> building, auto wrecking, etc by Edward McClanahan at 260 West 12th, was reported <br /> as not having been presented to the Commission for study as no meeting had been <br /> held since that date. The matter will be disposed of when the next meeting of the <br /> -' 25 Planning Commission takes place. <br /> , Resolution authorizing the Mayor and Recorder to enter into a contract on <br /> ..:$ behalf of the city of Eugene with Henry and Bessie Hatfield was upon motion made <br /> -2~ and seconded, duly adopted: <br /> I <br /> RES 0 L UTI 0 N <br /> WHEREAS, The City of Eugene has acquired 'the East 35.!Z feet of <br /> Lot 7., Block 2, Cheshire's 2nd Addition to Eugene, Lane County, <br /> Oregon, and <br /> WHEREAS, The City of Eugene has caused the same to be appraised <br /> and determined its value; and <br /> I WHEREAS, Henry Hatfield and Bessie Hatfield have offer'ed the <br /> city $400.00 for said property, which, according to the appraisement <br /> is all that the property is worth, <br /> NOW, THEREFORE <br /> BE IT RESOLVEID By the Common Council of the City of Eugene that <br /> the Mayor and Recorder be and they 'are hereby directed to enter into <br /> the annexed contract on behalf of the City of Eugene, and the $25.00 <br /> down payment and all subsequent payments shall be deposited with the <br /> City Treasurer of said City. <br /> ~ ~ <br />
