<br />Request from Mr~ and Mrs. J. M. Pownall for reclassification of the lot on the
<br />north side of Sixth Avenue West, just inside of the City Limits for business purpos
<br />was denied by the Board of Appeals, but does recommend that the Council inspect
<br />Sixth Avenue West, especially that portion of the street beyond the city limits,
<br />1 with the view of rezon.ing this portion of the city. This recommendation was approv
<br />30 by the council.

<br />Request from E. E. Hartung for reclassification of his property at 11th and
<br />Charnelton, the west 93 1/3 feet of Lot 2, Block 8, MUlligan's West Addition, for t
<br />purpose of erecting a service station in the future, was presented by the Board of
<br />Appeals. It is the recommendation of the Board that Lots 2 and 3, of Block 8,
<br />MUlligan's West Addition be reclassified as business property, and the Council
<br />31 sustained this action.

<br />Communication from Percy W.. Brown announcing completion of audit of,' the city
<br />?2 books from April 1 to June 30, 1938, was presented and ordered filed.

<br />Report of the Police Department, Engineer and Fire Chief for the month of July,
<br />33 1938, were presented and ordered filed.
<br />
<br />Annual financial report from the Eugene Water Board for the year ending December
<br />/34 31, 1937, was presented and ordered filed.

<br />Clarance A. parmenter's application for a skating rink license to be conducted
<br />at West 7th Street near Willamette Street, was approved by the Chief of Police and
<br />p5 action sustained by the council.

<br />An ordinance declaring a preference in the employment of women by.the city for
<br />- those having no other means of support, had its first reading and passed to its
<br />1 second and third readings by unanimous consent of the council by title under
<br />suspension of the rule and was placed for final passage. The ayes and nays were
<br />called, councilmen voting aye: Lamb, Hendershott, Reid, Page, Hanns, Farrington,
<br />Bond and Carlson.; nay,. none; absent, none; The ordinance was declared passed and
<br />36 numbered 8550.

<br />Upon motion made, seconded and duly carried, it was ordered that Mrs. J. C. Knigh
<br />be granted a special permit to allow her to reconstruct her hou~e at 1445 East 14th
<br />\ 37 Avenue as requested by her at the meeting of July 25.

<br />Resolution recommending that a group be formed to promote civic projects in order

<br />WHEREAS, There now exist in the City of Eugene and the State of Oregon~
<br />between eighty thousand and ninety thousand unemployed workers, a large
<br />portion of these being skilled mechanics, who in the majority of cases,
<br />are tax-paying citizens of their respective counties, and
<br />
<br />WHEREAS, The Building Trades Council has made a survey of some of the
<br />building needs of the City and part of their survey, which taken to-
<br />gether with other surveys mad~ by other groups, shows that Eugene and
<br />vicinity are in need of a sewage disposal plant, combined city and county
<br />1 jail, park improvement, sidewalk and sewage improvement, civic auditorium
<br />and numerous other projects and improvements, too numerous to mention,
<br />for which funds could be made available through 't he PWA and
<br />
<br />WHEREAS, In the City of Eugene and the State of Oregon there is a condition
<br />of labor unrest caused, in our opinion, by outside subversive forces along
<br />with a lack of cooperation between established business and established
<br />labor in this city and state;
<br />
<br />1- THEREFORE BE IT RESOLVED That representatives of business, labor,civic
<br />organization~, state institutions, together with members of the lumbeF
<br />, industry, contractors association, architectural association and other
<br />associa tions interested in the promdrt-ion of employment for the unemployed
<br />and industrial peace between business and labor in this city and state
<br />establish a committee, and this committee shall consist of six members,
<br />three to be selected from Organized Labor, affiliated with the American
<br />Federation of Labor, as follows: One member from the Central Labor
<br />Council, Dne member- from the Willamette Valley District Council of Lumber
<br />and Sawmill Workers Unions and one from the Building Trades Council and
<br />
<br />three citizens t~ be selected who will be truly representative of the
<br />citizens of Eugene and Lane County. This committee shall be non-political.
