Maltman and L,izzie Maltman that in exchange for a <br /> deed to the public covering Har~is Street extension and Quit Claim deed covering <br /> ~ the 24 f'oot str'ip lying in 24th Avenue and south thereof that the City cancel -I <br /> ' " the charges against the 36 x 160 feot strip south of 24th and east of Harr-is Str'eet <br /> ,',C'" <br /> '"'-'" was presented to the council with the recommendation that the request be rejected. <br /> C' Upon motion made and seconded the recommendation of the Finance Committee was <br /> 14 unanimously apprDved. <br /> Chairman Farrington brought up the property-exchange offer' existing <br /> between the School District M4 and the City of Eugene, proposed at tha 'Council meeti g <br /> of June 26, 1939. He explained that at the time of the c:fifer, the Finance Committee <br /> had recommended the transfer of the property on the basis that the School Hoard I <br /> pay the difference of $5240.00 and now it appears that the intention of the School <br /> Board Committee at the time the report was made, was with the understanding that an <br /> even exchange of property be made. Comments w.ere received from members of the counc iI, <br /> J. F. Cramer, Superinte'ndent of Schools, and G. D. MacLaren, member of the School <br /> ffoard. A recess was called to discuss the matter' and upon reconvening, the City' <br /> At~orney ruled that the property had been appraised and the council would have to <br /> abide by 'the appraised value. However, upon motion made, seconded, and duly approve , <br /> it was recommended that the School Board have an appraiser appraise the property <br /> involved (both the School property and the City property) and the City of Eugene <br /> have an appraiser appraise thE? property 1nvol ved (both the School prop'erty and' the <br /> vi City property): and then the School Board meet with the Finance GommJ ttee to discus <br /> 15 the proposed apprai~als in an attempt to r~ach a decision. <br /> Councilman Farrington wished to reopen the property offer ~ Miss Margaret <br /> E. Thompson (descripti-on omitted here} and requested that the offer be rejectep. <br /> inasmuch as the School Board wanted to purchase this property from the City for <br /> l6il School purposes. Upon motion made and seconded the request was granted. (See Par'. 5,) <br /> Councilman Page, Chairman of the Printing and Parks Committee, reported <br /> that the School' Board had made a study of the traffic conditions existing at the <br /> intersection of 13th and Willamette Stbeets and had called for bids upon suspension <br /> of a four way stop light to be manu~lly operated during the school hours of the day. <br /> The cost of this light was in the neighborhood of 1150.00. Councilman Hanns stated <br /> that he did not feel a flash~rl light wou~~"pe satisf~ctory. Mr. A.~E. Barette" I <br /> who lives close to this intersection alsQ,stated that the light should be one <br /> commanding a complete stop. Superint,endent Cramer stated that the School Board <br /> had agreed upon a complete stop light as the answer and would recommend trying it. <br /> Upon motion made and seconded permission was granted to the School Board to install <br /> said light, being understood that they pay for the installation and the City of <br /> l~Eugene to pay for the maintenance and_ operation and it was so ordered. <br /> Councilman Reid, Chairman of the Sewer Committ~e, requested that the \ <br /> petition filed with the budget committee requesting the installation of a storm <br /> sewer on Onyx between 24th and 25th Streets, be referred to his committee for <br /> ~investigation. The Mayor granted the request and asked the sewer committee to <br /> 18 report back at the next council meeting. . <br /> Councilman Bond, Chairman of the Police Committee, stated that it was <br /> the committee's recommendation to accept the $10.00 offer of Mr. Charles, Farnham to <br /> ~eplace all traffic signal lights; lights to be furnished by the City of Eugene and <br /> 19 upon motion made and seconded the committee report was unanimously approved. <br /> eJommunication from the Board of Appeals presented the request of Bert iT. <br /> Williams asking for a permit to build an apartment house'Qat the southwest corner <br /> of the intersection of Lawrence-street_and Tenth Avenue waiving the requirements <br /> of the Set-back'Ord1nance._ He wishes to build within fourteen feet of the property <br /> line on each street. The Board would recommend ,that this request be granted on <br /> condition that he file the written consent of the property owners to the south and <br /> _west of his lot in the same block. Upon motion duly made and seconded, the recommen a- I <br /> 20 tion of the Board of Appeals was unanimously approved. <br /> A request was received by the Board of Appeals from Eyler Brown asking <br /> permission to use an ordinary window in the end of his new garage at 1953 Garden <br /> Avenue which is less than three feet rrom the property line. The Board r'ecornmended <br /> that his request be granted on condition no other bUilmng be erected within six <br /> &feet of his garage and upon motion made and seconded the recommendation of the <br /> 21 Board of Appeals was unanimously approved. <br /> Communication from the Board of Appeals presented the request from George "I <br /> ID. Graves asking for permidsion to engage in the business of making a product on <br /> the same order as potato chips on his property at 1236 Agate Street. The Board <br /> vilrecommended that this request be denied "and upon motion made and seconded the <br /> 22 recommendation of the Board of Appeals was unanimously approved. <br /> The communication of the Board of Appeals further revealed that a request <br /> had been received from R. O. Suttles asking for permission to use a trailer house <br /> as an office on the parking lot just south of Edward's Market ~t Tenth and Olive <br /> s.treets. The Board recommended that this request be granted on condition that he <br /> J:eplace the tires on the wheels and upon motion made and seconded the recommendation <br /> 23 was unanimously approved. <br /> ~ c <br /> , <br />
