<br /> The Board of Appeals c.ommunication presented a request to conduct an
<br /> autowrecking yard at 196,3 Franklin .l:!oulevard. As this yard will be completely
<br /> obscured from Franklin Boulevard by the buildings facing the street, the Board .
<br /> ,/' recommends that' this permit be granted and upon motion made and seconded the

<br /> I The Board of Appeals communication also reported that an agent of M.P.
<br /> Bonnett had made a request to convert an old garage at '(54 Lincoln Street into an
<br /> apartment, the construction to conform in all respects to the Code. The Board would
<br /> recommend that the condemnation proceedings instituted against this property be
<br /> 26/ withdrawn and the permit granted. Upon motion made and seconded the recommendation
<br /> of the Board of Appeals was unanimouslY granted.
<br /> The Board of Appeals re,commended that the request of Mrs. Mi Idred Ryan to
<br /> be permitted to waive the set-bac.k ordinance on her property on Eleventh Avenue West
<br /> between Adams and Jackson Streets be uenied. Mr. John Snelstrom addressed the counc 1
<br /> in behalf of Mrs. Ryan's request, after which, Ci ty Engineer' Clubb addressed tae
<br /> council stating that West 11th Street has~seven feet set-back~ The construction as
<br /> it now stands provides for only six and one-half fleet set-back. Further, that the
<br /> drawings on file in the Engineer,f:s office show that the construction was to have a
<br /> 21'" sixteen foot set-back. After a lengthy discussion, motion was made and seconded tha
<br /> the recommendation of the Board of Appeals be approved and it was so ordered.
<br /> At this time the Recorder was requested-to read the report of the Police
<br /> Committee concerning parking meters. The Police Committee communication stated that
<br /> the commt:ttee',nad held a number of meetings for demonstrations of the following
<br /> meters :: Trl-Goin, Marktime, Dual, Karpark, Miller and Oregon Electric meters and
<br /> it is theirrecommendation that parking meters be, located on both sides of Willamette
<br /> Street from Sixth to Eleventh; Eighth Street east one-half block to the corner of
<br /> Park and West one block to the corner of Olive; Broadway two blocks east tu Pearl
<br /> I and west~o blocks to Charnelton; Tenth Street east one block to Oak and west one bl
<br /> to Olive. It is the committee's recommendation that the City of Eugene enter into
<br /> a contract for the instal~tion of Oregon Electric parking meters on Broadway west
<br /> fr'om Willamette to Charnel ton. Also that the City cf Eugene enter into a contract
<br /> the installation of the Miller meter on the east side of Willamette Street from
<br /> Sixth to Eleventh; Eighth Street east from Willamette to Park; Br"oad way, east from
<br /> Willamette to p'earl; Tenth Street east fromWillamette to Oak. Further, that the
<br /> , City of Eugene enter into a contract for the installation of the Dual P'a~king meter
<br /> on the west side of Willamette Street from ,?ixth to Eleventh; Eighth Street west fro
<br /> Willamette to Olive and Tenth Street west from Willamette to Olive. Upon motion mad
<br /> and seconded the report and recommendations of the Police Committee were unanimously
<br /> 28v approved.
<br /> At this time George McMorran, representing the Dual Parking Meter Company,
<br /> addressed the council expressing appreciation for the very fine manner in which the
<br /> Mayor and Police Committee had accepted demonstrations and made investigations of th
<br /> parking mete~s and expressed his appreciation for the order. He further extended
<br /> his personal approval of installing a small number of the Electric meters as a trial
<br /> because, after all, there is the possibility of developing a local industry. Mr.
<br /> Vel turn, who is the manufacturer of the Electric meter addressed the council express-
<br /> ing, in behalf of the company, his appreciation for the opportunity to put the elec~ ic
<br /> meters to a fair trial. Mr. Stocker, representing the Miller Parking Meter Company,
<br /> addressed the council expressing his appreciation fGr the very fine IIlEinner in which
<br /> the council considered the meter problem and endorsed M'r. McMorran's statement
<br /> 29v concerning the installation of the electric meter.
<br /> I The City Recorder presented the communication from the East Side Neighbor-
<br /> hood Club in which the women of the club strongly protested the cutting of the big,
<br /> old walnut tree on Eleventh and Pearl to make way for a service station. The commun ca-
<br /> 30/ tion was ordered placed on file and the Recorder instructed to notify the club that
<br /> the city had ~ no authority in the matter.
<br /> Communication was presented from Dr. E. L. Gardner', regarding the unsani-
<br /> 31./ tary conditions at 1600 Columbia Street. This matter had been prE?viously presented
<br /> I' and the communication was ordered placed on file.
<br /> ~ Communication from the City Attorney revealed the sugge~tion of the Build-
<br /> ing~with respect to limiting the number of residences that can be ,erected on a city
<br /> lot,-in the single family district. A resolution was presented directing the City
<br /> lAtt,o,rney to prepare an ordinance embodying the suggested ch~nge and upon motion mad
<br /> and seconded the resolution was unanimously adopted. The commb nication further
<br /> revealed City Engineer'Clubb's suggestion providing an amendment to the ordinance
<br /> (Nio. 8617) requiring unclassified properties to come into the zoning plan as single
<br /> family residence districts, having particular reference to Glenwood, the idea being
<br /> that they could then be properly classified without uses being established contrary
<br /> to the city's plan. The City Attorney remarked that on'a studw of the ordinance, b~
<br /> the Planning Commission, it was disclosed that this proposed amendment was not
