<br />Boulevard) was presented. The Finance Committee recommended the rejection of this
<br />17voffer and motion was made and seconded approving the recommendation of the Committee.

<br />The Finance Committee recommended a counter offer of $1700.00 cash on the
<br />offer of Charles E. Paine, $1200..00 cash, for Lot 4,' Block 2, Original Plat (known
<br />as 242 High Street) and motion was made and seconded approving the recommendation

<br />a counter offer of $550.00 for each lot, and motion was made and seconded'unanimousl
<br />l~approving the recommendation of the Finance Committee.

<br />Councilman Farrington, Chairman of the Finance Co~nittee, recomrrlended, the
<br />~ppointment of James L. Scroggie to do traffic painting, house painting and other
<br />IOdd painting Jobs under the supervision of the City Engine~J;'._ The appointment is
<br />~o become effective March 1, 1940, but it was explained that under this capacity
<br />he was not a permanent employee of the city. The salary of $100.00 per month to be
<br />~aid from the various departments for which he dams work, taking note that any traffic
<br />~obs are,to be paid from parking meter funds. Upon motion made and seconded the
<br />2~~ecommendation was unanimously approved.

<br />I Councilman Farrington stated it was the recommendation of the Finance
<br />Committee that henceforth ~ll traffic violations be taken care of by a deputy recorde
<br />~t a traffic desk in the Police Department and that such duties be discontinued
<br />~n the Recorder's office. Considerable discussion was had by members of the council
<br />,after which Councilman Hanns made a motion, seconded by Councilman Carlson, that tUe
<br />1recommendation be approved. The ayes and nays were called. Councilmen voting aye:
<br />Hanns, Carlson, Koppe, Barette and Cox; nay: Reid, Bond and, Farrington; absent:
<br />pone. The motion w~s declared carried. An Ordina~ce amending Section 9 of Crdinance
<br />~o. 8579, entitled: ttAn ordinance prescribing the qualifications and duties of the
<br />c..pi tyRecorder and Assistant C:tty Recorder of the City of Eugenett was presented to
<br />~he Council for its first reading, and under suspension of the rules passed to its
<br />kecond and third readings and placed for its final reading. Councilmen voting aye:
<br />Reid, lfunns, Bond, Farrington, Carlson, Koppe, Barette and Cox; nay: none; absent:
<br />21Jhone. The ordinance was declared passed and numbered 8632.

<br />~ Communication was. presented from the Pacific Hospital Association in the
<br />form of an endorsement to become attached to and a part of the contract existing
<br />between the Pacific Hospital Association and the City of Eugene. After a short
<br />discussion, the endorsement was approved and the City Recorder instructed to file

<br />employee who is entitled to the benefits of this agreement shall_be
<br />injured by a third party, the Association shall be subrogated to the
<br />rights of the employee against said third party tofue. extent of the
<br />disbursements expended by it for his benefit under this contract, and
<br />the acdeptance by the,employee of the benefits hereunder shall
<br />constitute his agreement and assent to such subrogation.

<br />tuthority concerning their recent request for additional storage space at the
<br />~irport with the recommendation that the request be approved and motion was made
<br />23/~nd seconded unanimously approving the recommendation.

<br />24/0f the approval of the NYA Project in beautifying Skinner's Butte Park.
