Upon motion made and seconded the <br />suggestion was unanimously approved. <br /> <br />I <br /> <br /> <br />Councilman Bond, Chairman of the Police Committee, recommended that a stop <br />sign be placed at the east side of 22nd Street at Agate and upon motion made and <br />.seconded the recommendation was unanimouslYEapproved. <br /> <br />Councilman Bond, Chairman of the Police Committee, recommended the approval <br />of the ~ollowing liquor .applicati.ons: Oregon Tavern, transfer of license from J. J. <br />Chiaramonte to Frank J. and Marion Gibbs, a retail beer class "Bn license and a <br />Package store Class "Bn license; Kilburn's Coffee Cup Cafe, transfer. of license from <br />,John H. Kilburn to K. E. and Elizabeth Dannehl, a Retail Beer Class "Bn license. <br />25&Upon motion made and seconded the reco~endations were unanimously approved. <br /> <br />Mayor Large inquired about the changing of time plates on the Dual Parking <br />meters to conform with the conform with the council's action of starting the operati n <br />at 9:00 o'clock a.m. The matter was referred to Councilman Bond who is to contact <br />George McMorran, the company's representative, to work out details and it was so <br />Lo- <br />27 ordered. <br /> <br />I <br /> <br />Communication was presented from the Civil Service Commission stating jhat <br />the following probationers have successfully passed the performance and physical <br />'fitness examinations. and recommended that. they receive permanent appointments in <br />their respective departments: Paul J. Heise, Pa;j:;:rolman, Bartlett G. Smith, Patrolma <br />and Robert A. Holland~ Fireman. The recommendation was unanimously approved. <br /> <br />28 <br /> <br />Communication was presented from the Playground Commission requesting that <br />Stop Signs be placed on Willamette Street at 13th. Motion was made, seconded and <br />2~~pproved that the request be granted and it was so ordered. <br /> <br />Communication was presented from the Eugene School Board protesting the <br />increase of rental from $40.00 to $50.00 for the school offices in the city hall <br />~uilding. Motion was made. and seconded that the C9mmon Council adhere to the <br />J~revious statement of $50.00. The motion was unanimously affirmed and the City <br />30 ~ecorder was instructed to notify the School Board of such action. <br /> <br />I Communication was presented from the Board of Appeals of their meeting held <br />lin the office of the City Engineer, Friday, February 23rd, 1940 revealing the request <br />~fE. E. Wyatt, Inc. for a.special permit to erect a temporary structure --wood frame <br />Icovered with corrugated iron--to the rear of his place of business at Broadway and <br />plive. As this structure would be between fire-proof walls and completely hiddeR fro <br />~ny streets, the Board would recommend that the request be granted, and motion was <br />3~,kade and seconded approving the recommendation of the Board. <br /> <br />I The communication also revealed the request of W. H. Paulsen askfng for a <br />special permit to erect a multiple family residence of five apartments on the propert <br />kt the northeast corner of the intersection of Fifth Avenue and Madison Street-- <br />v~he old Andrews propertY.oAs the Board recommends 'that this request be granted, <br />32 motion was made and seconded unanimously approving the recommendation of the Board. <br /> <br />I The Board of Appeals recommended the denial of the request of M. E. Henzler <br />for a permit to erect.a new Radio Shop on Lot 1, Block 4, Campbells First Addition. <br />~his is located at the Southwest corner of the intersection of Seventh Avenue and <br />!Polk Street. Motion was made and seconded unanimously approving the recommendation <br />,IV <br />33 vof the Board. <br /> <br />I The Eugene Water Board presented a statement of sewerage charges billed <br />and collected for the month of January, 1940, showing a total collection for January <br />~~o be $1514.30, which brings the grand total to $18,825.44. The report was ordered <br />34~laced on file. " <br /> <br />"II January reports from the Police Department and the Eugene Public Library <br />35 were presented and ordered placed on file. <br /> <br />I A reso~ution was presented au~horizing and direc~ing the Mayor and City Re- <br />corder of the C~ty of Eugene to enter ~nto an agreement w~th Charles E. Gray and <br />May Gray respecting the-following described property.
