Upon. motion made and second'ed the recommendation was unanimously approv d <br />and the City Recorder instructed to change it to read as so stated. <br /> <br />Chairman Cox of the Health COIMlittee requested the Council to grant Police <br />Authority to R. R. Hughes, Caretaker of the city dumpgrounds, in order that he might <br />properly supervise the work at the dwnpgrounds. Upon motion made and seconded this <br />request was una<Ilimously approved. Councilman Cox reported that the Contract hetween <br />the City of Eugene and R. R. Hughes expires on the 30th day of April and would like <br />expression from the council as to what the committee should do. Mr. Cox expressed <br />the opinion that it was the city's responsibility to see that Mr. Hughes received al <br />the garbage' of the City of Eugene plus his ~~30. 00 per month or he should receive a <br />greater monthly remuneration. W. Schi ka <br />requested the construction of a party fence between his property and Hendrick's <br />Park; 11r. Schiska would furnish the wire for the fence if the city would furnish <br />posts and labor and install the fence. After considerable discussion the matter was <br />left in the hands of the Park Committee to report back to the council as to the city s <br />36.... share in the cost of this improvement. <br /> <br />Councilman Bond, Chairman of the Police Committee, recomnended the approval <br />of the application from Lee's Coffee Shop for the transfer of his Retail Beer Class <br />"B" License from 966 Charnel ton to 757 West 6th Street. Ivlotion was made and seconde <br />3~ unanimously approving the recommendation. <br /> <br />Mayor Large introduced H. W. Libby, representing the Oregon State Highway <br />Commission, who gave an outl-ine of the proposed re-routing of traffic through the <br />City of Eugene. Upon motion made and seconded the following resolution was <br />unanimously approved." W. Libby, has presented to the Council a proposed <br />. route and plan for the routing of the Pacific Highway through the <br />City of Eugene as follows, to-wit: <br /> <br />North bound t.raffic shall come into the city on Franklin <br />Boulevard, thence down 9th Street to High, thence <br />North to 6th Street and thence West on 6th Street and <br />on to the Pacific highway. South bound traffic shall <br />enter the City on 7th Street~nd thence East to Pearl <br />Street, thence north to Broadway and thence East over <br />Franklin to the City Limits. <br /> <br />T~iliREFORE, BE IT RESOLVED, That the C01TIillOn Council hereby accepts <br />and approves such designation and will lend its approval and <br />support and co-operation in every way possible. <br /> <br />In addition to the foregoing, the Common,Council extends to <br />the State Highway Commission and to its officers its acknowledgement <br />and appreciation of their labors in solving the problem of routing <br />the higlThvay through the City of Eugene. <br /> <br />1 <br /> <br />Communication was presented from Janet B. Smith asking that the city deed <br />to the public for street purposes the necessary mnount of land to open 24th Avenue <br />from Alder Street to the West line of the Maltman Addition. Endicott requesting pennission to <br />remodel his home at 1639 Jefferson Street which is in the Single-Family oResidence <br />Zone. He would like to make three aIJartments in the upstairs which would be constru ted <br />according to the uniform building code. Mr. Endicott presented the plans for the <br />change. Motion was made and seconded approving the plans and the City Engineer was <br />40/ instructed to issue a permit to 1\111'.
