The ordinance was declared passed and <br /> 33 numbered 8656. <br /> An application for a Second-Hand Dealers 'license was presented from J. E. <br /> Moore of Dinty's Trading Post, 120 West 8th Street. As the application had been <br /> approved by the Chief of Police, motion was made and seconded to grant a license <br /> 3r and it was so ordered. <br /> The City Recorder stated that the Veterans of Foreign Wars organization in <br /> the city was attempting to have all business firms renew their flag decorations for <br /> their curb line and would like to have the City of Eugene purchase a flag and staff <br /> to display at the City Hall on special occasions. Upon motion made 'and seconded <br /> the City Recorder was instructed to purchase a flag and staff, the purchase price <br /> 35..... to be $4.95, and it was so ordered. <br /> Councilman Reid asked for a discussion regarding the overflowing of septic <br /> tanks in the neighborhood of '25th and Chula Vista' which created a very definite heal <br /> menace and asked the council-' s permission to installl50 feet of six inch sewer to <br /> ~rovide city sewerage for the property in question. He further pointed out that this <br /> ~roperty had been assessed for sewerage and funds were available., After a short <br /> 36"'- ~iscussion motion was made and seconded approving the request to install a sewer. <br /> City Attorney Calkins raised a question concerning the Swafford property. <br /> It was learned that the city had sold Lot 9, Block 6, Chambers Addition. In <br />I securing the title to the property for the tax sale it was found that Whitten Swaffo <br /> had been the former owner. Mr. Swafford demanded $50 for a quit claim deed. This <br /> Qot had been lost in the Lane County tax sale for the year 1935 and the City had <br /> bot foreclosed on their liens. JUdge Skipworth, has held there are some irregular1tie <br /> lin the 1935 tax sale and the City Attorney doubts if he could secure a title if, in <br /> a suit to quiet title, Swafford opposes it. The matter was referred to the Finance <br /> IComm1ttee to determine whether to pay $50 for a quit claim deed or if the city <br /> should take more time which would probably be a year to foreclose on our liens and <br /> 37 v 'acquire ti tIe that way. <br /> I S. M. Calkins, City Attorney, stated that D~~ ~rown, operating in the county <br /> !health unit, had served a notice on Mrs. Emily,J-. Lowry informin~ her she would have <br /> ~o make a sewer connection at her r~s.idence ~ocated at 19th and effer~on Streets. <br /> It was learned that Mrs. Lowry is a very elderly lady and has no visible...means of <br /> ~upport and cannot afford to install a sewer. Residents in the neighborhood entered <br /> a vigorous complaint on the practice now being followed. The matter was referred <br /> ~o the Sewer Committee to report back at the next meeting as to what method could be <br /> 38 .... iUsed to connect this property with the ci ty sewer. <br /> .
