Commission of the City of Eugene a proposal to change, the I.. <br />~,: classification of an area from High Street to the millrace <br />on East Broadway, including'160 feet deep on each side on East <br />Broadway, in Eugene, Lane County, Oregon, from a multiple <br />residence zone to a business district. <br /> <br />And directing the Planning Commission to adopt a ten- <br />tative report; and to hold a hearing thereon in the Council <br />Chambers in the City Hall of the City of Eugene, on Tuesday, . <br />the 22nd day of October, 1940, at 7:30 o'clock p.m. after giv~ng 1 <br />due notice by publication once in the Eugene Register Guard, and <br />they shall thereafter make a final report and transmit the same <br />to the Council with their recommendation~ <br /> <br />Communication was presented from C. L. Kelly, manager of the Miner Building, <br />requesting that a revision be made in the electrical light signs in the City of <br />Eugene. The matter was referred to the Fire and Water Committee to study and report <br />27 back. <br /> <br />Communication was presented from' J. Edgar Hoover, Director of the Federal <br />Bureau of Investigation, expressing his pleasure in presenting to Mr. Leonard <br />Kearney of the Eugene Police Department a certificate as evidence of his satisfactor <br />_ completion of the twelve weeks' course of training in Washington, D. C. in the <br />28 FBI National Police ~ademy. The communication was ordered placed on file. <br /> <br />Communication was presented from Louis Waldorf calling the council's <br />attention to the bad sidewalk condition on the south side of East 11th Avenue from <br />the library corner to the alley one-half block east. The matter was referred to <br />29 the City Engineer. <br /> <br />A written acceptance of Ordinance No. 8655 from the Southern Pacific <br />30 Company was presented and.ordered placed on file. <br /> <br />Request was received from the Associated Students of the University of I <br />Oregon asking the council's permission to use a street banner across Willamette <br />Street, between Miller's Store and the Cafe Del Rey, for each of the five concert <br />attractions as well aS,for the season ticket ,sale, Motion was made and seconded <br />31 unanimously approving the request. <br /> <br />Mr. Norwald Nelson of 327 East 15th Street addres~ed the council making a <br />claim of $50.00 for dalnages done to the walnut trees and $3.00 for the loss of nuts <br />because of the tree trimming done by Charles Sullivan, Supt. of Parks under the <br />direction of Councilman Barette, Chairman of the Park Committee. Mr. Nelson stated <br />that Councilman Barette had made insulting remarks to his mother-in-law, Mrs. <br />Stalsberg. Mr. Nelson pointed out that the trimming of trees in order to provide <br />beautiful trees and thus beautiful streets had to be done properly and certainly <br />it was not right to trim walnut trees at this time of the year. Councilman Barette <br />stated that he had not made any insulting remarks to Mrs. Stalsberg and he felt the <br />trimming which was done was a distinct improvement and it was his intention, as <br />far as his authority permitted, to continue improving the streets by proper tree <br />trimming. Councilmen Farringto~nd Bond both spoke in support of and in behalf of <br />Councilman Barette. Councilman Farrington made a motion to refer this to the City <br />Attorney and the Judiciary Committee. Upon the suggestion of the Mayor that <br />this was not the proper place for this request the motion was withdrawn. Upon motio <br />,made and seconded damage claim of $50.00 for the tree and $3.00 for walnuts was <br />3Z denied and it was so ordered. <br /> <br />Monthly repo~ts were presented from the following departments: Police, <br />Police Matron~ City Engineer and Building Inspector; and a statement of cement I <br />sidewalk repairs was presented. A report of sewage disposal collections from the <br />Eugene Water Board revealed a tota~ of $1,53~.60 for the month of September, <br />bringing the total collections to $31,690.09. All reports were ordered placed on <br />33 file. <br /> <br />A petition asking the council to immediately remedy and fix up a deteriorate <br />cement wall between 2nd and 3rd Avenues on Pearl Street which was erected for <br />the purpose of maintaining the structures in Pearl Street was presented and referred I <br />34 to the Street Committee. <br /> <br />Communication was presented from the Planning Commission requesting that <br />the council submit to the Planning Commission a direction to hold hearings upon a <br />proposed change of Lots 71, 72, 73, and 74, Foster's Addition to Eugene, Lane <br />County, Oregon, from a single family re$idence district to a light industrial <br />district, this being the DeCou property. A resolution transmitting the same <br />to the Planning Commission and directing them to adopt a tentative report; and to <br />hold a hearing thereon was presented and upon motion made and seconded it was <br />" <br />35 unanimously adopted. <br /> <br /> <br />~0 _ <br />
