Nichols adking for permission to use the roo <br />at 61 Tenth Avenue West as an office in connection with his laundry at 55 Tenth Aven e <br />West. The Board of Appeals recommends that the request be granted for office <br />pprposes only. Motion was made and seconded approving the recommendation of the <br />Board. <br /> <br />1 <br /> <br />Request has been received from Truman E. Phillips, an architect of Portland <br />who is drawing plans for a six story reinforced concrete, fire proof hospital' <br />building for the Sacred Heart Hospital, to be located on Twelfth Avenue just east of <br />the present building, asking for a waiver of the provisions of Paragraph 2 of <br />Section 904 of the Building Code which requires ramps. As the plans provide for an <br />elevator and a stairway in a "smoke proof" tower and an additional stairway enclosed <br />with fire proof walls and fire doors at the rear of the building, the Board <br />recommends that the request be granted on condition that all corridors above the <br />~ second floor be divided by fire walls and doors as at the-first and second floors. <br />27 Motion was made and seconded unanimously approving the recommendation of the Board. <br /> <br />Communication was presented from the Planning Commission recolr~ending the <br />denial of the proposal to change the classification of a tract of land lying on each <br />side of Seventh Avenue from the clty limits on the West to a point 66 feet East of t e <br />East line of Taylor Street, in Eugene from a single family residence district to a <br />business district. After a short discussion the matter was held for further cons ide a- <br />28' tion. <br /> <br />I <br /> <br />An ordinance providing for a means of entrance and exit from residential <br />properties in the City of Eugene which had its first reading at the council meeting <br />of December 9', was presented for its second reading and passed to its third <br />reading by title under suspension of the rules by unanimous consent of the council <br />and placed for final passage. The ayes and nays were called, councilman voting aye: <br />\ Reid, Bond, Farrington, Koppe, Barette, Stewart, and Brownson; nay: none; absent: <br />29 Carlson. The ordinance was declared passed and numbered 8670. <br /> <br />Applications for dance hall licenses were presented from the following: <br />J. F. Olson for Townsend Club #l~Silver Spray Hall at 24 west 7th Street; <br />Pearl Forncrook for Winter Garden Hall at 8th and Charnel ton Streets; <br />O. H. Jones for Townsend Assn. of Lane County at W.O.W. Hall, 291 West 8th S . <br />An application for a skating rink license was presented from D. O. Soasey for the <br />Paramount Skating Rink at 25 West 7th Street. Second-Hand Dealers applications were <br />presented from the following: <br />Eugene Exchange, 695 Willamette <br />Blatt's Tailoring and Clothing Store <br />Mothers' Boys Home Rummage Store, 608 Willamette <br />Service Cleaners, 875 Olive Street ~& iXEEEEX*S HIx <br />Brenner's Hardware & Plumbing Shop, 155 West 8th Street <br />As all applications were approveddby the Chief of Police, motion was made and second d <br />30~ to grant licenses to all applicants and it was so ordered. <br /> <br />Curb cut applications were presented from Merle Short~W824), 760 West 8th <br />Street; C. C. Mongold'No. 822, 1708 Columbia Street; and Gordon Ramstead;-No. 823, <br />158 West 21st Street. As the City Engineer recommended that all cuts be granted, <br />motion was made and seconded approving the recommendation of the City Engineer. <br /> <br />1 <br /> <br />31' <br /> <br />32" <br /> <br />The City Recorder reported to the Common Council that Mrs. Eva Foster had <br />received an injury when she fell on the sidewalk on the East side of Willamette <br />Street between the Vogue Shop and Block's Shoe Store. She had re~uested the ' <br />City to pay her doctor bill covering the treatment, an amount of $2.00, whereupon <br />the Recorder's Office had issued a revolving fund chedk to Mrs. Foster and secured <br />her signature on a statement releasing the city from any further claims as a result <br />of the injury. The statement was ordered placed on file. <br /> <br />Resolution was presented authorizing ahd directing the Mayor and City <br />Recorder to enter into an agreement with Duane Crabtree regarding the set-back <br />on Fifth Avenue at the corner of Oak Street. Motion was made and duly seconded, <br />approving the passage of the resolution. - <br /> <br />1 <br /> <br />33- <br /> <br />RESOLUTION <br /> <br />The Mayor and City Recorder of the City of Eugene be <br />and they are hereby authorized and directed to enter into an <br />agreement with Duane Crabtree respecting the North 72 feet of <br />Lot 1, Block 2, Skinner's Donation to Lane County, Oregon, <br />permi tting the said Duane Crabtree to erect a building up to <br />the property line of Fith Avenue, with a provision that at any <br />time the City of Eugene shall widen Fifth Avenue that the building <br />shall be dismanteled back for seven feet, and that no damages <br />shall be claimed by said Duane Crabtree or his successors in <br />interest, except for the land taken. <br /> <br />I <br /> <br />~ <br />
