He said they had made some investigation but would <br />3& have to investigate the matter further before they would be able to make a report. <br /> <br />A letter was read from Wells & Wells, Attorneys, in behalf of client, <br />Miss Grace Kelsey, asking a claim of $500.00 for iruj:uries she received when she <br />fell on the sidewalk on West Broadway adjacent to Granzer's Grocery Store. The <br />3~ matter was referred to the Judiciary Committee and the City Attorney. <br /> <br />Communjcation was presented from the Board of Appeals stating that Rev. <br />V. T. Speece had appeared before the Board in regard to the !!set-back" for the ' <br />Lutheran Church to be erected at the corner of Eighth Avenue,and Monroe Street. <br />It was decided to hold up this request until a preliminary plan could be received <br />34 '-!!. from the archi te ct. <br /> <br />~ <br />c:.;1 <br />:../1 <br /> <br />,.,::i.~ <br /> <br />f,~) <br /> <br />1-.,.,,,,r. <br /> <br />I <br /> <br />Request was received from Ralph J. Hicks asking for a special permit to <br />erect a double garage at 1310 Fifth Avenue West with a "set-back" of only two feet <br />from the property line on Polk Street. The Board of Appeals recommends that this <br />35- request be denied and the recomrnendation was unanimously approved. <br /> <br />Request was received from C. W. Mossey asking for permission to place a <br />trailer house--to be used as a "hot dog" stand--on the property at the northeast <br />corner of the intersection of Eighth Avenue and Charnel ton Street, said trailer <br />to be connected to sewer and lights. The Board recommends that this request <br />36~ be refused and the recommendation was unanimously approved. <br /> <br />I <br /> <br />Request was received from Mrs. Hattie Montague to be allowed to make altera- <br />tions in the house at 142 Jefferson Street--which she had purchased from the City-- <br />in order to rent an upstairs apartment in order to help them meet their payments <br />to the City. Due to ignorance of the zoning Ordinance on the part of Mrs. Montague <br />and her contractor they had built a short xoutside stairway in addition to work <br />specified in a building permit for repairs. She was therefore asking to be/allowed <br />to keep the stairway and permitted to complete the apartment. The Board recommendsx <br />3? ~that the request be granted and the recommendation was unanimously approved. <br /> <br />Communication was received from the Board of Appeals reporting that numerous <br />complaints had been received regarding the unsanitary conditions existing on the <br />premises at 1482 Oak Street. The Building Inspector, accompanied by a plumber, <br />had inspected the place and now recommended that the house be ordered vacated at <br />38L once and condemned. The recommendation was unanimously approved. <br /> <br />Mayor Large reported he had received a copy of the resolution adopted by <br />the Eugene Building Trades Council, urging all state, county and city governments <br />to stop sponsoring WPA Projects and to stop approving construction projects for <br />WPA labor with a request that immediate investigation be made of the WPA's effort <br />to procure WPA construction projects in competition to private industry. Mayor <br />Large explained that this was'along the lines that the city had been working and <br />stated that the first work for the new airport would be let through the CAA by <br />contract. Councilman Hawn stated that he would like to go on record as opposed to <br />39\ the activities of the ~~A and thought that private contracts were much better. <br /> <br />Monthly reports were presented from the office of the Police Matron~ the <br />Police Department~ and the City Engineer's office and ordered placed on file. <br />A report was presented from Fred Lamb, Supt. of Parks, giving the activities of <br />the Community Cottage in Skinner's Butte Park during the month of February. The <br />40~ report was ordered placed on file. <br /> <br />I <br /> <br />Request was received from Dr. C. H. Phetteplace asking for a refund of dog <br />license No. 1?52 on account of this being a duplicate of the previous license for <br />4 Jr. the same dog. Upon motion made and seconded the request was unanimously approved. <br /> <br />An application for a rooming house permit at 636 Willamette Street, (The <br />Belvedere Apts) was presented from H. A. Shannon; As the application had been <br />approved by the Chief of Police, motion was made and seconded unanimously approving <br />42'- the application and the Recorder instructed to issue a permit for Mr. Shannon. <br /> <br />A contract for the sale of certain buildings on the "Fosbeck Eighty" propert <br />to Ash Bailey was ordered signed by the Mayor and Recorder. It was pointed out <br />that the money had already been paid to the City Recorder and this was merely <br />43--- a confirmation of the - transaction. ' , <br /> <br />I <br /> <br />An ordinance providing for the regulation of camp cars, trailers, trailer <br />houses, trailer homes, etc., within the City of Eugene was presented to the <br />council for its first reading and under suspension of the rules by unanimous consent <br />of the council was presented for its second and third readings by title and placed <br />for final passage. The ayes and nays were called, councilmen voting aye: Bond, <br />Farrington, Roppe, Barette, Stewart, Brownson, Hawn and Pennington; nay: none. The <br />44~ ordinance was declared passed and numbered 86?2. <br /> <br />A An ordinance initiating the vacation of the following described street: 24th <br />~venue between Lincoln Street and Charnelton Street; 24th Avenue between Charnel ton <br />I <br />Street and Olive Street, was presented for its first reading and under suspension <br /> <br />~ <br />
