EXMN~X~~O <br />3& solution and upon motion the stop sign was ordered placed at this point. <br /> <br />~, <br />U <br />'OJ <br /> <br />Councilman Bond Teported that he had received complaints about trucks backi <br />up to the platform at Lafferty's Wholesale Grovery Company,-Pioneer Grocery <br />Company and Crabtree Feed and Seed Store, occupying nearly all the street while <br />loading goods. Councilman Farrington also stated that this same condition or <br />perhaps worse was carried on at the Swift and Company's place of business. <br />Councilman bond said he had no remedy for the situation at this time and only <br />wished to call the matter to the attention of the council. <br /> <br /> <br />I <br /> <br />36'-J <br /> <br />Councilman Stewart said he had received complaints about the number of <br />dogs at and around 11th and Alder Streets. It was reported to him that some of <br />the fraternity houses had as many as four or five dogs and they were quite a nuis- <br />ance. The Poiliice Department was instructed to have the dog catcher investigate <br />this condition. <br /> <br />I <br /> <br />37 <br /> <br />Councilman Bond recommended that the servi ces of the dog catcher be <br />discontinued on April 17, as that would complete one full month's'work and the <br />Council unanimously approved the recommendation. <br /> <br />38 <br /> <br />39' <br /> <br />It was pointed out that the humane society was having a meeting at the <br />same time as the council meeting and they would probably send a comnunication to <br />the council at an early date. Someone suggested that they probably would be asking <br />for the funds that the city had collected for dog licenses and Councilman Brownson <br />said he had been contacted and he understood this was what they would be asking for. <br /> <br />Councilman Farrington reported on the bad sidewalk- condition on the north <br />side of the public library on East 11th Street. He said this'was really dangerous <br />but it was no use to repair the sidewalk until the two large trees had been removed. <br />He thought the sidewalk repairs should be charged to the library but was not so <br />sure about the removal of the trees and would not know where the money for that <br />purpose would come from. After some discussion, a motion was made by Councilman <br />Farrington, seconded by Councilrrlan Koppe, that the trees be removed and the side- <br />, walk repaired through the sidewalk revolving fund and the cost of moving the trees <br />and repairing the sidewalk be charged to the library. The motion was carried. <br /> <br />40 <br /> <br />41 <br /> <br />Counci~man Koppe spoke of the numerous bad sidewalk conditions in the <br />down town section and thought a general survey of the down town section ~Nocxxxm~gkx <br />Jl[xgEli[lx:XOC:X:XE~XXEJCX:mfxXHll[ should be made. City Engineer Clubb pointed out that a <br />survey had already been made and the owners of the various properties had been <br />requested to repair the sidewalks. After some discussion a suggestion was made <br />that Engineer Clubb be allowed to hire a six man crew and-see if the sidewalks <br />could not be repaired as cheaply this way as through the V~A. A motion was made <br />by Councilman Koppe, seconded by Counciiman Hawn that Engineer Clubb be authorized <br />to hire a six man crew and repair the sidewalks in the down town district; the <br />expenses to be taken out of the Sidewalk Revolving Fund and the cost to be <br />assessed to the property owners. The motion was carried. <br /> <br />In behalf of the Eugene Pageant Association, Councilman Pennington presented <br />a resolution to allow the pageant association to have an amusement center and <br />circus attraction on the Francis Willard School Playgrounds in connection with the <br />pageant to be held July 20 to July 26, 1941. It was reported that the school <br />board had already given its consent for the use of the playgrounds. Councilman <br />Pennington said the committee which would be responsible for the carnival was made <br />up as follows: Ralph Kruse, C. S. Dillon, James O'Connell, Rev. Francis Leipsig, <br />Lloyd Mattison, Gilbert MacLaren and himself, and stated that owing to the high <br />quality of the pageant association he felt the attraction asked for in the <br />resolution would be well handled and made a motion that the resolution be adopted. <br />This motion was seconded by Councilman Brownson. Councilman Farrington asked the <br />council to remember the reaction to the last carnival that was held at 10th and <br />Charnel ton Streets and stated that the council had already gone on record as <br />favoring not allowing any more carnivals inside of the city limits. Councilman <br />Barette thought that the carnival should not be allowed on account of the noise <br />connected with it and of the late hours which would probably be 11 or 12 o'clock <br />of each evening. Councilman Bond asked if it was necessary to make a decision <br />regarding the request at this time. Councilman Pennington said he did not suppose <br />it was absolutely necessary that a decision be made at this meeting but in referr- <br />ing to the contract the pageant association had arranged to sign, he noticed <br />that the date was set as April 16. There was some suggestion that the motion <br />already before the council might be withdrawn and the matter be held over for a <br />later date but this suggestion was not carried out. Attorney Calkins stated he <br />saw the contract between the pageant association and the carnival committee and it <br />was drawn in very excellent shape. Councilman Hawn said he thought the council <br />should extend every co-operation possible to the pageant committee and it was <br />lilely that the Pageant Committee would have a deficit on their hands at the close <br />of the pageant if the carnival could not be held inside of the city. It was <br />suggested that the carnival be held at ,the fairgrounds but it was pointed out this <br />could not be done because the noise would ~e an objection in putting on the pageant. <br />Councilman Pennington pointed out that the contract with the carnival provided <br />for a set sum to be paid to the pageant committee in advance and would not depend <br />on a commission basis. The contract was read to the council in order that they <br /> <br />might understand what the pageant committee was doing.
