Crase, Patrolman in the Police Department, was read <br />reporting that he had been called for active duty with the Army and request~ng <br />a leave of absence for the duration of the war. On motion made by Pennington and <br />seconded by Brownson, and carried, this request was granted. <br /> <br />. <br />19 <br /> <br />I <br /> <br />;.'-:-.. <br />'.~~. <br /> <br />A letter from Homer Middlesworth who had been employed in the Fire Depart- <br />ment for several years was read. This letter was dated May 1st and stated he had be n <br />called to active duty in the U. S. Signal Corp and was now in San Mateo, California <br />and asked for a leave of absence for the duration of the war. There was some <br />discussion regarding Mr. Middlesworth's request and it appeared that this was an <br />entirely different case from that of Mr. Crase. A motion was made by Councilman <br />Havm aI}.d seconded by Councilman Bond tha t the request @e not granted. The motion <br />was carried. <br /> <br />~ <br />~,'" <br />i~ <br /> <br />20 <br /> <br />At this time, Mayor Large explained there was a vacancy in the Police <br />Department and that he wished to appoint Donald H. Clark to take the place of Mr. <br />Crase. A motion was made, seconded, and carried that this appointment be confirmed <br />and Mr. Clark be deputized as a Police Officer. <br /> <br />I <br /> <br />21 <br /> <br />A bill to the City of Eugene from Altstock, Fay & Co. for a portion of <br />what was considered a Casualty Station in the sum of ~,115.21 was read. This bill <br />was okayed by Dr. C. D. Thompson. Councilman Bond stated he did not like that way <br />of doing anc thought the Station should be bought as a unit an~ not in parts. <br />After some discussion regarding the purchase of this easualty Station, the Recorder <br />was instructed to take the matter up with Mr. Shurrmker and if everything was <br />satisfactory, to have Mr. Shwnaker okay the bill and a report be made back at the <br />22 next Council Meeting. <br /> <br />A bill from \~. VI. McDonald <br />property on account of a defective <br />explained that the situatmon would <br />Judiciary Corunittee to report back <br /> <br />in the sum of $200.00 for damages to pis <br />drain was presented to the Council.- Mr. Clubb <br />remedied and this bill was referred to the <br />at the next Council meeting. <br /> <br />23 <br /> <br />The Water Board had requested that George Vi. Fish be deputized as a watch- <br />man for the Viater Board to take the pIa ce of Hugh Black. On motion made an d s econde <br />and carried this request was granted on condition that Chief Bergman give his <br />24 endorsement. <br /> <br />I <br /> <br />Mayor Large stated that Councilman Stewart had made a report regarding <br />the room on the upper floor of the City hall where the basket weaving was being <br />carried on. He said there WaS an extremely long smoke stack which went through <br />a wooden partition and was probably a fi~e hazard. A motion was made, seconded, <br />and carried that Fire Chief Nusbaum make an inspection and that he do whatever <br />25 he thoug~ best to correct-the situation. <br /> <br />Councilman Hawn asked if any reports had been made by the Fire Department <br />on previous inspections where too heavy fuses were being used and where rubbish <br />had been reported. The Recorder reported that there had been notldng reported <br />regarding this situation and the Chief of the Fire Department and the Electrical <br />26 Inspector were instructed to bring in reports regarding this situation. <br /> <br />RESOLUTION <br />---------- <br /> <br />BE IT RESOLVED BY THE COI~~ON COUNCIL of the City of EULene, that in all instances <br />vvhere ..requisitions are sought for the purchase of supplies or material for the <br />City of Eugene in excess of $10.00, the applicant shall secure uponfue proposed <br />requisition the endorsement of the Chairman of the Com~ittee in that department of <br />the City, which endorsement shall be given. only where funds are available for the <br />purpose in the particular department. <br /> <br />A motion was made by Councilman Hawn and seconded by Bond that this resolution be <br />27 adopted was carried. <br /> <br />I <br /> <br />The Recorder read a request from the Oregon Fire Chief's Association and <br />State Fire Marshall's Office that the Fire Chief attend the convention at Beker, <br />Oregon on May 18th and 19th. Councilman Hawn stated that this was the date for <br />the Air Raid Practice and that he thought it was important, tha t the Fire Chief <br />should be 'on hand at that time. Councilman Pennington stated that he thought the <br />Fire Chief should be at the convention at Baker, that he would get much more <br />information by attending the convention. He said he had attended the convention <br />last year at Bend and that they were very instructive. Mr. Merriam was present <br />and stated that he thought the activities would be carried on in such a way that <br />there would be no liability of fires and that it was recommended that the' Fire <br />Reserves be used for this work at night and only one or two of the regular firement <br />go along. He said the activities would be in different localities at a different <br />time and it would be good practice for the reserves. After some discussion, a <br />motion was made, seconded, and carried that the matter be left up to Chief Naspaum <br />as to what he thought best about staying at home or going to the convention.
