<br />l Councilman Baker reporting for the Health Committee stated that the inside
<br />I 'of the Comfort Station Building, in the 8th, Street Park Block, was in"very bad
<br />\.....1.1 condition. In fact, he said it was a disgrace to the city and should either be
<br />_~~ .11 cleaned up or closed up. He stated there had been a lot of trouble -wi th the roof 'I
<br />~~I and there was notuse to do anything on the inside until,the roof had been taken-
<br />141 care of. He said he had a written offer fr.om-the'Acme Roofing Company to repair
<br />I the roof at the figure between $75,00 and_$lOOI~lOO. He stated that he believed
<br />I after the roof was repaired, that repairs to the plastering and redecorqting the
<br />! entire inside of the biulding would'not cost over $50.00. He said it Was a
<br />I recommendation of the Health Committee that this work be done. The motion 'was
<br />j made by Hawn, seconded by Davis, and 'carried-, that the r_epairs ss noted above
<br />I be made. ./

<br />! Parks ~nd Sewers Committees had no report.

<br />i Councilman Hawn reporting for the Police Committee, stated that he'had a
<br />'! request from Police Officer, Frank Moor.e, to do wor.i( for Martin Bros, .on the Neon
<br />, Signs at no time to be occupied more than :two hours in a twenty four hour period.
<br />I Councilman Hawn called attention to a resolution passed to the Council on August
<br />9, 1943, as -they discharge their patriotic duty in furthering wa~ efforts and
<br />15! then not to exceed four-hours in"any twenty four hour period.' After some
<br />discussion'by the Council, the request of Mr. Moore to do this Neon Sign work
<br />! was denied, and it 'was the opinion of the Council that theresolutlon passed
<br />on August 9, 1943, regarding outside work by city employees should be strictly
<br />adherred to.

<br />i Councilman Hawn also stated that he had a request from a Mr. Harris,
<br />present Manager of the Oregon Journal, that a loading zone be granted him in
<br />16 front of No. 47 East 7th. On motion made, seconded, and carried, this request
<br />: wa's granted'. .
<br />
<br />Councilman Stewart referred to the bicyles parked on the sidewalk on the
<br />Broadway side of the Western Union Telegraph office. He stated that most of the
<br />time the boys did not even put their wheels in the rack on the sidewalk, but that
<br />17 I they we're lying down and that this was. a menace to traffic, and he thought some
<br />siutable place should be provided for these bjcycles. After some discussion,'
<br />a motion. was made by Stewart, seconded by Crumbaker and carried that a regular I
<br />bicycle rack b~, installed in the first auto parking space immediately East
<br />of the 12 foot Safety Zone at the corner of Broadway and Willamette.

<br />l',. '.1:: Mayor Large stated that at this time the matter of the Ordinance granting
<br />, the Pacific Telephone and Telegraph Company a new franchise would be taken up.
<br />I Mr. Dunn, 'local Manager for the Pacific' Telephone and Telegraph Cpmpany, and
<br />Mr. Bacon, District. Manager for the,Pacific Telephone and Telegraph ~pmpany
<br />were present in the CounciiEoom. The Ordinance, having had its first full
<br />18 reading on July 26, and its second full reading on August 23, had'its third reading
<br />at this time by title. A motion was made by Councilman Farrington, and seconded
<br />by Councilman Davis, that the Ordinance be passed as read. Councilman Hawn stated
<br />that he wished to go on record as oposing the passing of the Ordinance in that
<br />the considered the 2% gross ,unfair and an unreasonable charge.

<br />Councilman Crumbaker also stated that he had said before he did not think
<br />the 2% tax was the proper thing, but it appeared that no other solution had been
<br />19 proposed. The question was called for and on roll call, Councilman voting "aye"
<br />were Farrington, Koppe, Barrette, Stewart, Davis, Crumbaker, Baker: voting "no",
<br />Hawn. .

<br />At this time'Councilman Barrette was excused from the meeting by Mayor Large.
<br />
<br />City Attorney Calkins pointed out'that the old franchise had expired on
<br />August 12, 1943, and that the change -mentioned in'the new Ordinance covering the
<br />20 franchise should be retroative to August 12, 1943., A motion was made by'Crumbaker
<br />I and seconqedby Stewart ~hat the passing of the franchise Ordinance should be
<br />reconsidered, ,and on vote this motion was carried.'

<br />A motion was then made by Farrington and seconded by Davis that the Ordinance
<br />be amended so that the charge specified in the Ordinance should be effective from
<br />August ,12, 1943. On vote this amendment to the Ordinace was carried. ' The Ordinance
<br />21 i as amended was now read the third time 'by title and on-:roll call, members voting
<br />I "aye" were Farrington, Koppe, Stewart, Davis Crumbaker, and Baker: voting "no",
<br />Hawn. Absent, Councilman Barrette. ,The Ordinance was, dec, lared passed and n umbered I
<br />8775.
<br />- At this time referrence was made to the small number of enployees not in the
<br />I Fire Departme!l~" and Councilman Davis stated that he thought and effort should be
<br />made to have some of the Civilian "Defense Wardens on dutY,A-t the Fire Department.
<br />I Councilman Stewart stat~d that a suggestion had been made'that the present-members
<br />, work half overtj,me and receive additional wages at the regular rate for this .
<br />half overtime, ~nd that this arrangement would keep a reasonable
<br />I' crew on hand 'at all ti~~s. Ther,e w~s som,e discussion by the Counqiiman, regarding
<br />I this situation and the mat~er was f~nally left in the hands of th~ Fire and Water
<br />\ Committees to see what could be worked out.
