Davis was present and stated that he had been appointed by the <br /> Labor Unions to endeavor to get Federal Rent Control in the Eugene-Springfielf <br /> area and stated he was in favor of the proposed amendment being added to the <br /> .! He stated that there had been requests on file for 25 days <br /> 'I <br /> I: asking that investigations be made of the conditions of 17th and Olive and <br /> I' <br /> I' nothing had been ~one as yet. The question was called for and on vote was <br /> i: carried. . <br /> Ii Councilman Davis reporting for the street committee stated,that it <br /> Ii <br /> was the request of the Street Committee that Hefferson street from 19th,to <br /> I" <br /> I: 24th should be improved by grading and gravelling and the City Attorney was <br /> i: instructed to prepare the improvement ordinance and the ordinance adopting the <br /> / plans and specifications of the City Engineer and have them ready for the next <br /> 18 r Council meeting. Councilman Davis reported that it was the ,recommendation of <br /> Ii the Street Department that nothing be done at this time regarding the alley <br /> I: back of the Irish Swartz store. <br /> Councilman-Stewart reporting for the Fire and Water Committee stated <br /> I: <br /> i'i ,that the 3000"fcet of ' fire hose had-been received from the Howard 'Cooper Co., <br /> 19 I' < on September 20th and Councilman Davis stated that the hose had been tested <br /> 1': by the Fire Department and the Recorder was instructed to release the warrant <br /> I! in payment of the hose. <br /> I! . <br /> Councilman Stewart stated he had received a request for a light to be <br /> installed at 12th and Almaden street. He stated he had investigated the sit- <br /> Ii uation and had dis~ussed the matter with Councilman Davis but did not have <br /> I! opportunity before the Council meeting to contact Councilman Crumbaker. The <br /> 20 : Recorder reported that the Eugene Warer Board ,had inquired about re-installing <br /> I, <br /> !: the light on the highway at the north end of Sylvan Drive and Councilman <br /> II <br /> II I; Crumbaker stated that he had a request from Dean Kraft that this light should <br /> I' be put hack as it was a dangerous place. A motion was made, seconded and <br /> i: carried that the light at 12th and Almaden be ,installed that the light at the <br /> I' <br /> I north end of Sylvan Drive be re-installed. <br /> I ~ <br /> I. <br /> I: Health Department - no report <br /> / <br /> (' <br /> I! Councilman Barette reporting for the Parks stated the shelter on 6th <br /> I: between Olive and Charnelton had been removed and entirely cleaned up. <br /> I: <br /> I' <br /> i! Councilman Crumbaker reporting for the Sewer Committee presented the <br /> II Engineers estimate of the cost of constructing the sewers between Alder and <br /> t!l <br /> i.' Hilyard, 24th to 30th; between Alder and Kincaid 25th to 30th; Kincaid and <br /> I' <br /> 21 I~ Harris, 25th to 30th, Harris, 25th to 28th; alley Harris and Potter 25th to <br /> I: 28th; Potter, 25th to 28th; Potter and University, 26th to 28th. The total <br /> /, cost as estimated, $17,647.75. Several of the lots in this district were <br /> II <br /> II owned by the City and the cost of construction was h~gher than the appriased <br /> " valuation, so that the entire amount could not be bancrofted. The matter was <br /> /' <br /> 1'\ <br /> ~j referred to the City Attorney as to how the difference between the amount <br /> II possible to bancroft and the total cost could be met by the City and the City <br /> I!i Attorney to draw up the necessary improvement ordinances and ordinance adopting <br /> I: <br /> II t~e plans and specifications of the City Engineer to be presented at the next <br /> II Council meeting. <br /> d <br /> l! Councilman Hawn reported that they were 2 employees short in the Police <br /> I; Department and that the 1st of the month there would,be a' 3rd man off. Mayor <br /> , Large expla~ned that there were 2 or 3 applicants that had come in during the <br /> 22 :i day and there would probably be enough to fill the positions by the 1st of the <br /> I: month. <br /> r! <br /> I" <br /> I: The departmental report of the Eugene Water Board for Sewage Charges <br /> 23 II for the month of August was read and ordered placed on file. <br /> if The following curb cuts were approved by the Council as recommended <br /> II. Seal, Jr. 1480 east 23rd. <br /> p <br /> I! <br /> II The following letter from the Board of Appeals was read, and adopted as <br /> approved by the Baord of Appeals: <br /> . <br /> Ii "The Board of Appeals received from J. E. Kilborn a 1:'equest asking permission <br /> r <br /> i to hand a metal chimney from the ceiling in his service station at 310 Eighth <br /> 25: avenue east. This is a frame building with a continuous row of windows around <br /> !I the main room and Mr. Kilborn feels that a regular brick chimney would be ve-ry <br /> !! <br /> much in the way.
