<br />The Street Committee submitted the fOllowing report; relative to use of
<br />Broadway Building basement for storage purposes:, ' ,
<br />"We find the premisesin question to be unoccupied and suitable for
<br />storage purposes. The entrance to the building would be on the south side of
<br />, Park street, east of Oak. This space is not utilized for private parking, and
<br />to make the building ac'cessible to large trucks and moving vans, it will be
<br />necessary to reserve not less than 40 feet starting at, a point approximately.
<br />30 feet East of Oak Street. This would involve the cutting out of approxima-
<br />tely 5 places now used for private parking. The commit'tee feels that 'the'
<br />approval or rejection of the building use as requested depends soiey on the
<br />matter of eliminating the private parking places, involved, and that with the
<br />reservatfon of the forty foot space, no additional traffic hazard wouid De
<br />caused."

<br />Motion by Hawn, seconded by Hurley that the report of the Committee be received
<br />and filed; that permission be granted for use for storage for two years, termi-
<br />nating ~uly 1, 1947, subject to provision that trucks loading and/or unloading
<br />at thst site, park parallel to the curB in regularly designated zones. The
<br />Council reserves the right to revoke permission upon complaint of thePorice
<br />Department relative of parking regulations. On roll call, Hawn, Davis, Hurley,
<br />Allen voting AYE; Koppe, Crumbaker, Johnson, voting NO; absent Bailey. Motion
<br />carried. ' ,

<br />REPORT OF OFFICERS:
<br />
<br />The following report of the City Manager was submftted and read;
<br />
<br />"Permission is requested of the Council to authorize transfer of certain
<br />36 funds within the Police Department for the remodeling, redecorating, and re-
<br />furnishing of the City Police Headquarters. Estimates on file disclose that
<br />this work can be done for approximately $1500.00. Inasmuch as an examination
<br />of the current Police budget shows a probable unused balance on Juiy 1st of
<br />$3,563.00, it is recommended that the transfer and expenditure be allowed.
<br />
<br />A proposed city budget for the fiscal year 1945-46 has been completed
<br />and will be ready for presentation to the City budget committee this month.
<br />Advance notice of the first meeting date for the Committee will be sent to all
<br />members of the Budget Committee this week. ' .
<br />
<br />On April 27th I attended a meeting with the Army Engineers in Portland
<br />relative ,to the proposed Amazon Channel Improvement, and' itsrelationsh'ip 'to
<br />the City's problem of sewage collection and disposal. Assurances were given
<br />that the Army Engineers will cooperate in every possible manner with the City
<br />in helping to meet our requirements for disposal of surface water when the
<br />dredging project is undertaken. The Manager has also conferred with Several
<br />consulting engineers in the matter of a general sewage improvement survey for
<br />the City, and a meeting of the Sewers Committee will be held shortly to take
<br />final action in the e~ployment of consultant services fo~ this program.
<br />
<br />The necessary paper work for the final release of the municipal airport
<br />by the United States Army has been completed, and estimates approved for the
<br />removal of revetments and access roads. Representatives of the Civil'Aeronau-
<br />tics Administration have been made several contacts wfth this office d'urfng the
<br />past month, and are now working on sketches and plans for future development of
<br />the municipal airport area.
<br />
<br />Appraisal of City Buidling for insuIance purposes has revelaedthat City
<br />properties have been badly underLinsured against loss based on present replace-
<br />ment values. This matter is being adjusted and proper prosisions for,insurance
<br />will be met in th~ 1945-46 budget.
<br />
<br />Two members have been added to the City Engineers staff recently, adding
<br />much need assistance in this department. Both men possess a good background
<br />as engineering assistants~
<br />
<br />The City's dog control program appears to be progressing favorably, with
<br />the numher of dog complaints decreasing each wee.k since the inception of the
<br />program.
<br />
<br />The work of installation of the City Outlook Addition Sewer system is
<br />in progress.

<br />It is recommended that the city. participate in the 7th War Loan Drive
<br />through investment of not to exceed $250,000.00 of funds available after June
<br />1st in 7/8% Treasury Certificates. This sum is represented in surpluses now
<br />carried by the sewage disposal, special sewer~ City Hall, Fire Equipment, and
<br />general bond sinking funds.
