A right of entry l:\:) <br /> permit to this property has been granted to the Government effective July 1, 1947. <br /> ...- <br /> In view of the fact that the Government will spend several thousand dollars <br /> in developing this project a lease for a term of five years without the privilege <br /> of revocation on the part of the lessor is desired, if possible. <br /> It will be appreciated if you will advise this office as to the attitude of - <br /> the City of Eugene on this matter. tt '" . <br /> ." ~~ <br />I "., <br /> It was moved by Bailey, seconded by Davis that the communication be received and <br /> placed on file and that the term be fixed for five (5) years and the City Manager <br /> authorized to execute a lease agreement on this basis. Motion carried. <br /> A communication from the Public Employes Retirement System re: allowing 20 year <br /> 15 maximum prior service credit, was submitted and read as follows: <br /> "The work of this department is being seriously impeded because some sub- <br /> divisions, through their governing bodies have not yet advised us as to whether <br /> they wish to accept the ~tate formula (20 year maximum) for allowing prior service <br /> credit or whether some other formula is preferred. <br /> Aside from throwing our entire operation out of gear, one of the immediate <br /> effects which is certain to produce unfavorable repercussions is the fact that <br /> we are unable to compute and pay any pensions to retiring members ,who are employes <br /> of such sub-divisions, until we know what responsibilities to the public, I know <br /> the decision is important. I also have some idea of the problems budget-wise in- <br /> volved in your decision. <br /> The fact remains, however, that without this information, I'm stuck, and it <br /> goes without saying that I shall be deeply grateful for a prompt' decision by your <br /> governing body in this very ,urgent matter." <br /> It was moved by Davis, seconded by Crumbaker that the communication be received and <br />I flaced on file and that the Council go on record as establishing the State formula <br /> 20 year maximum) for allowing prior service credit for pension and retirement <br /> benefits for City of Eugene employes. <br /> A communication from the Thirteenth Naval District, requesting permission to <br /> 16 construct a Naval Reserve Armory, was submitted and read. <br /> ffThe Navy Department has under consideration a project for the construction of <br /> a Naval Reserve Armory in Eugene, Oregon and adequate funds have been set aside for <br /> this purpose provided that a suitable site is available on terms satisfactory to <br /> the Navy, and subj ect to final a.uthoriza tion. <br /> This Armory is to be used in the training of Naval Reservists in certain <br /> specialized Naval skills and will consist principally of classrooms, shops and <br /> various training aids. <br /> The space required for this structure and its appurtenances will be a site <br /> approximately four hundred feet square having adequate transportation service <br /> available. <br /> I have personally inspected a site at 13th and Chambers Streets which would <br /> be satisfactory if the proposed Naval Reserve installations would not conflict with <br /> C.A.A. requirements in connection with the adjacent airfield. The heights of pro- <br /> posed structures are as follows: Armory Building - 30 feet; Armory Stack - 50 feet; <br />I Radio Antennae - lQO feet, or less if necessary. <br /> In order that future negotiations may be predicated upon some tangible figure, <br /> it is submitted that several municipalities have granted thirty year leaseholds to <br /> the Navy for Naval Reserve Armories at an annual rental of one dollar. <br /> Your attention is invited to the fact our Naval Reserve Armories are a definite <br /> addition to a city beside providing the necessary facilities for training our <br /> Reservists in the use of equipment peculiar to the Navy. <br />I This letter will be delivered by Commander Roy Nelson, USNR who is familiar <br /> with some of the details of this project." <br /> It was moved by Davis, seconded by Crumbaker that the communication be received and <br /> placed on file and the City Manager authorized to negotiate a lease for a Navy <br /> Armory site on property owned by the City at 13th Avenue West and Chambers Street. <br /> Such lease to be conditioned on conformity with C.A.A. regulations with respect to <br /> the protection of approaches to the adjacent City Airpark as such reg~lations may <br /> apply to location and height of buildings and to report the result of such ne- <br /> gotiations back to the Common Council.
