<br />--~ <br />0'- <br />1t.J' [) <br /> <br />That we have considered all of the matters presented and recommend the <br />following: <br /> <br />I <br /> <br />I <br /> <br />That the City Attorney be instructed to prepare ballot measures for a special <br />City election as follows: <br /> <br />1. Amazon Sewer bonds in the amount of $700,000, these bonds to be a general <br />obligation of the City and to mature over a period of 25 years. <br /> <br />2. A $120,000 bond issue (15 year maturity) for the purpose of constructing <br />two sub-stations, installation of fire alaram system and purchase of aerial ladder <br />truck. <br /> <br />3. A bond issue in the sum of $20,000 for the restoration of the Mill Race, <br />bonds to mature over a period of 5 years from date of issuance. <br /> <br />~ <br />-<;1 <br />,,:,,!, <br /> <br />It is further recommended that the City Attorney prepare, together with the <br />above measures ballot proposals calling for the levying of 2 mills over a period <br />of 3 years for capital outlay purposes, Park & Recreation Dept. together with a <br />provision for a one-mill continuing levy for operation expenses. <br /> <br />A ballot measure providing for a continuing levy of 2 mills to provide <br />necessary personnel for the manning of Fire Department sub-stations." <br /> <br />It was moved by Davis, seconded by Crumbaker that the report of the Finance Com- <br />mittee be received and placed on file and that the matters contained therein be <br />referred to the Committee of the whole of the Common Council at a meeting to be <br />held Monday, January 19. Motion carried. <br /> <br />A report of the Judiciary Committee re: option between the Oregon State <br />Highway Commission and the City of Eugene, was submitted and read as follows: <br /> <br />7 <br /> <br />1 <br /> <br />"Your Committee on Judiciary to whom was referred the request of the Oregon <br />State Highway Commission for an option from the City of Eugene on a certain parcel <br />of property between 6th and 7th Avenues East to be utilized for highway right-of- <br />way purposes, begs to report as follows: <br /> <br />That the property in question was acquired by the City in the purchase of the <br />Mill Race from the Eugene Power Company to be used for highway purposes and that <br />under the terms of an agreement between the State and the City, all right-of-way <br />costs for this portion of the project are to'be shared on a 50-50 basis between' <br />the two parties. It appearing to the Committee that the granting of such option <br />is'in accord with the agreement as set forth, we recommend that the proper city <br />officers be authorized to execute the option'as requested." <br /> <br />It was moved by Crumbaker, seconded by Davis 'that the report of the Committee be <br />received and placed on file and that the recommendation contained therein be <br />approved. Motion carried. <br /> <br />REPORTS OF OFFICERS <br /> <br />A report of the City Manager: re - Sewage Treatment Plant was submitted and <br />8 read as follows: <br /> <br />I <br /> <br />"On January 5th my office received from the firm of Stockman & Stockman, <br />Consulting Engineers, preliminary plans and cost estimates on the proposed Eugene <br />Sewage Treatment Plant. A day and a half was spent by your City En~ineer and <br />myself in conference with Mr. Stockman with reference to these preliminary plans. <br /> <br />In conformity with the regulations of the State Sanitary Authority, the <br />Engineers are completing the design of a treatment plant calling for diversion box <br />installation, control house and structures, grit remover, pump house, primary and <br />secondary sedimentation basins, high-rate trickling filter together with primary <br />and secondary sludge digesters and sludge drying beds. The plan is designed to <br />serve a City population of 40,000 plus a University population of 10,000 and to <br />take care of industrial wastes which, measured in population equivalent, accounts <br />for 104,000 or a total population of 154,000. <br /> <br />As compared with the estimated cost figure of approximately $156,000 for the <br />original plant design in 1940, the Engineer's preliminary cost estimate for the <br />proposed plant, as revised, shows a figure of approxilnately $670,000. This increas <br />is a result of advanced construction costs, the State's additional requirement for <br />secondary treatment of sewage and a revision-of plans calling for a provision to <br />expand digester capacity to handle a 100% increase in industrial wastes in the <br />future. <br /> <br />1 <br /> <br />During Mr. Stoc~~an's visit considerable attention was given to land require- <br />ments for the re-designed plant and an inspection was made of the City's present <br />site at the end of Polk Street. There appears to be a serious question that this <br />site would be sufficient for the installation of the units that would be included <br />in the original construction plus adequate space for future additional sedimentatio <br /> <br />~ <br />
