The alley at the present time is not open and has <br />never been used by the public. C. Whities and 3 others for the installation of a <br />sanitary sewer on the East side of University from 27th to 28th Avenues East, was <br />submitted. <br /> <br />It was moved by Crumbaker, seconded by Davis that the petition be received and <br />placed on file and that the necessary improvement ordinance be drawn and that the <br />matter be referred to the City Engineer for preparing a report on sewers for the <br />entire area involved. <br /> <br />23 <br /> <br />The following applications for liquor licenses were submitted as follows: <br /> <br />Hilyard Street Grocery, 1698 Hilyard Street. <br />Bowman's West side Market, 657 Jefferson St. <br />Veterans Memorial Association, 1626 Willamette <br /> <br />It was moved by Hawn, seconded by Davis that the applications as approved by the <br />Chief of Police be endorsed. Motion carried. <br /> <br />24 <br /> <br />A communication from the Police Department requesting that permission be <br />granted Officer Neet to reside outside the City limits was submitted. <br /> <br />"Officer Neet owns property at 30th and Jefferson, which includes a house <br />and two lots. This property is 1.9 miles from the City Hall, is in the Eugene <br />Telephone Exchange. and, on the bus line. <br /> <br />His present residence is to be torn down after the 1st of June as it is on <br />University property, and the site is to be used for a warehouse. <br /> <br />I believe his request to live at 30th and Jefferson should be, granted as the <br />housing situation in the City Limits is very difficult." <br /> <br />It was moved by Hawn, seconded by Hanns that the request be granted. Motion <br />carried. <br /> <br />The following report was submitted by the City Recorder. <br /> <br />"Ae.tion was started on February 24, 1948 by the Eugene Recreation Commission <br />under the provisions of the Initiative, Referendum and Recall Section of the Charter <br />to initiate a charter amendment for consideration of the voters which would authoriz <br />a two mill levy for three years for parks and playgrounds. <br /> <br />The charter section provides in part as follows: "not less than fifteen per <br />cent of the legal voters of the City of Eugene, computed upon the total number of <br />votes cast for the office of Mayor at the last preceding gener~l election at which <br />the Mayor was elected, shall be required to propose any measure by the initiative." <br />There were 8,372 votes cast for mayor at the general election held November 7, 1944, <br />the last general election at which a Mayor was elected. Fifteen per cent of this <br />number is 1,256. <br /> <br />I am submitting with this letter 121 signed petitions proposing the amendment <br />and a certificate from the County Clerk indicating the signatures thereon have been <br />checked and that 1277 signatures are genuine.
