<br />BY MR. RALPH RODERICK OF THE FIRM OF CORNELL, HOWLAND, HAYES AND MERRYFIELD. MR. RODERICK
<br />ANALYZED THE METHODS OF SEWAGE TREATMENT, EXPLAINING THE DIFF~RENCE BETWEEN PRIMARY AND
<br />COMPLETE TREATMENT IN CONNECTION WITH THE LOCATION OF THE PLANTS ADJACENT TO EUGENE AND
<br />SPRINGFIELD, OR THE CHANGING OF THESE PLANTS TO A COMBINED PLANT TwO MILES NORTH OF YHE
<br />NORTH CITY liMITS OF THE CITY OF EUGENE NEAR THE CONFLUENCE OF THE IILLAMETTE AND MCKENZIE
<br />RIVERS WHERE ONLY PRIMARY TREATMENT WOULD BE NEEDED.
<br />
<br />THE ALTERNATE PROPOSALS FOR LOCATION OF THE PLANTS AND THE RELATIVE EXPENSE OF OUT-
<br />FALL LINES, GRAVITY FLOWS AND PUMPING WERE DISCUSSED. PLAN NO. 12 AS SHOWN IN THE
<br />FEASIBILITY STUDY WHICH PROVIDES FOR ONE CENTRAL SEWAGE PLANT LOCATED NEAR THE CONFLUENCE
<br />OF THE WILLAMETTE AND MCKENZIE RIVERS WAS DISCUSSED IN DETAIL AND IT WAS EXPLAINED THAT
<br />THIS lOCATION COULD BE ESTABLISHED AS THE MOST LOGICAL LOCATION TO SERVE THE ENTIRE AREA
<br />IN THE FUTURE AND WOULD BE THE MOST ECONOMICAL IN THE LONG RANGE PROGRAM INASMUCH AS
<br />OPERATIONAL COSTS WOULD BE CONSIDERABLY REDUCED.
<br />
<br />METHODS OF ORGANIZING THE DISTRICT, WHETHER IT SHOULD BE A METROPOLITAN SANITARY
<br />DISTRICT OR WHETHER IT SHOULD BE DONE BY CONTRACTS BETWEEN CITIES AND DISTRICTS WERE
<br />QUITE THOROUGHLY ANALYZED AND ALSO THE METHODS OF FINANCING WITH RELATION TO THE PRESENT
<br />SEWER SERVICE C~ARGES WITHIN THE CITIES AND THE RELATIVE AMOUNT OUTSIDE OF THE CITIES IN
<br />THE. WATER DISTRICTS.

<br />IT WAS BROUGHT OUT THAT UNDER OREGON STATE [AWS A lATER UTILITY HAS THE RIGHT TO
<br />LEVY AND COLLECT SEWER SERVICE CHARGES WHICH ARE CLASSIFIED AS A UTILITY FOR THE HEALTH
<br />AND SANITATION Or THE ENTIRE COMMUNITY. THE CITY MANAGER WAS INSTRUCTED TO GET ALL
<br />INFORMATION POSSIBLE PERTAINING TO OTHER CITIES AND THEIR FINANCIAL PROGRAM PERTAINING
<br />TO SEWAGE PLANTs AND PARTICULARLY TO THE FINANCING OF OUTFALL LINES AND IN SEWAGE TREAT-
<br />MENT OUTSIDE OF THE CITY liMITS.
