PRESENT WERE: CHAIRMAN. WALTER BANKS; MAYOR V.-E. DESART, HIGHWAY liGHTING ENGINEER <br />OF THE STATE HiGHWA~ DEPARTMENT. <br /> <br />THE FINANCING PROGRAM FOR THE INSTALLATION OF MERCURY VAPOR LIGHTS ON FRANKLIN BLVD. <br />WAS OUTLI~ED' INC(UDING THE OFFER OF THE EUGENE WATER & ELECTRIC BOARD TO DO THIS LIGHTING <br />WHICH WOULD BE AMMORTIZED OVER A 25 YEAR PERIOD AND IT. WAS BROUGHT 6u~ THAT THE CITY OF <br />EUGENE HAD INCLUDED SUFFICIENT MONEY IN THE 1950-51 BUDGET FOR TH~ FIRST YEAR'S PAYMENT <br />ON THIS PROJECT. <br /> <br />I <br /> <br />MR. DESART WAS AS-KED TO'GIVE ANY RECOMMENDATIONS WHICH HE MIGHT HAVE IN CONNECTION <br />WITH THE LIGHTING OF FRANKLIN BLVO. MR. DESART SUGGESTED THAT THE INSTALLATION ~E MADE <br />ON THE BASIS OF WOODEN POLES AND OVERHEAD WIRING - THE POLES BEING PLACED AT THE EDGES <br />OF THE STREET RATHER THAN IN THE CENTER MEDIUM STRIP. THE LUMINAIRES SHOULD BE THE TYPE <br />DESIGNED FOR HORIZONTAL OPERATION 21,000 LUMEN MERCURY LAMP AS REPRESENTED BY THE GENERAL <br />ELECTRIC TYPE 109 AND THE WESTINGHOUSE Ov-20. THE SPACING OF LUMINAIRES TO GIVE THE <br />RECOMMENDED AMOUNT OF LIGHT WITH 21,000 LUMEN LAMPS SHOULD BE ABOUT 100-FOOT STAGGERED <br />WITH APPROXIMATELY 8-FOOT ARMS USED ON THOSE POLES SET JUST BACK OF THE CURB AND LONG <br />ARMS WHERE EXISTING POLES ARE UTILIZED, OR OTHER INTERF'ERENCES WOULD NECESSITATE PLACING <br />THE POLES FARTHER FROM THE CURB. IT WAS ALSO BROUGHT OUT THAT PRESENT WOODEN POLES ON <br />FRANKLIN BLVD. MIGHT BE UTILI~ED IN THIS PROGRAM. <br /> <br />IT WAS RECOMMENDED THAT THE ENGINEER OF THE WATER & ELECTRIC BOARD WORK UP SPECJFI- <br />CANONS AND PLANS F'OR THE COMMITTEE'S USE IN SUBMITTING THIS PROGRAM THROUGH THE PLANNING <br />COMMISSION TO THE EUGENE CITY COUNCIL AND EUGENE WATER & ELECTRIC BOARD. <br /> <br />IT WAS BROUGHT OUT THAT SPECIFICATIONS COULD BE SO SET UP AS TO ALLOW COMPETITIVE <br />COM~ANIES TO BID ON THE FIxTURES AND LIGHTS AS LONG AS THEY MEET THE MINIMUM SPECIFI~A- <br />TlONS REQUIRED. <br /> <br />IT WAS ME~TIONED THAT MAY 22ND WOULD BE A GOOD TIME TO SUBMIT THESE RECOMMENDATIONS <br />TO THE CITY COUNCIL INASMUCH AS THAT WAS THE FINAL BUDGET MEETING FOR THE 1950-1951 <br />CITY BUDGET.
