ApPLICATION OF ERNEST S. OR HAZEL J. ENGSTROM DBA DRIVE-IN MARKET, 1222 WILLAMETTE <br />STREET FOR A PACKAGE STORE, CLASS B LICENSE. THIS APPLICATION WAS CONSIDERED AND DIS- <br />CUSSED. IT WAS NOTED THAT RECENT APPLICATIONS FOR A LICENSE AT THE DRIVE-IN MARKET <br />WERE NOT APPROVED FOR THE REASON THAT THE PROPRIETORS AS OF THAT TIME HAD A RECORD OF <br />TWO VIOLATIONS OF THE RULES, BUT THAT THE CURRENT APPLICATION INVO~VED A NE~ OWNERSHIP. <br /> <br />IT IS THE RECOMMENDATION OF THE COMMITTEE THAT THE LICENSE BE ENDORSED IN BEHALF <br />OF THE COMMON COUNCIL. <br /> <br />3. ApPLICATION OF IRISH-SWARTZ, 1597 - 11TH AVENUE WEST, fOR A PACKAGE STORE, CLASS B <br />LICENSE. THE COMMITTEE NOTED THAT THIS APPLICATION WAS NECESSARY TO rRANSfER THE <br />PRESENT PB LICENSE FROM THE FORMER OWNERSHIP M & K MARKET TO THE PRESENT OWNERSHIP OF <br />IRISH-SWARTZ (AN OREGON CORPORATION). <br /> <br />IT WAS THE RECOMMENDATION Of THE COMMITTEE THAT THE LICENSE BE ENDORSED BY THE <br />COMMON COUNCIL. <br /> <br />e <br /> <br />4. ApPLICATION"OF LAWRENCE W. AND MOLLIE B. PACKER DBA PACKER'S GROCERY & MARKET, <br />341 HIGH STREET FOR A PA LIQUOR LICENSE. THIS APPLICATION WAS DISCUSSED AT LENGTH AS <br />WAS THE COMMUNICATION FROM THE CHIEF OF POLICE REGARDING THE LICENSE APPLICATION. <br /> <br />IT WAS THE RECOMMENDATION Of THE COMMITTEE THAT THE LICENSE BE REFERRED TO THE <br />CITY MANAGER'S OFfiCE fOR fURTHER INVESTIGATION. <br /> <br />I <br /> <br />5. COMMUNICATION fROM THE STATE HIGHWAY COMMISSION - RE: TRAFfiC SIGNALS AT THE INTER- <br />SECTiON OF 6TH AND 7TH AVENUES AND OAK STREETS - THIS COMMUNICATION WHICH INDICATED THAT <br />THE STATE HIGHWAY COMMISSION HAD APPROVED THE INSTALLATION OF SIGNALS AT THESE INTER- <br />SECTIONS WAS READ AND DISCUSSED. THE COST OF INSTALLATION Of THESE SIGNALS IS ESTIMATED <br />AT $6,000.00 WITH THE CITY TO SHARE 50. OF THE COST AND MAINTAIN THEM. <br /> <br />IT IS RECOMMENDED THAT THE INSTALLATION Of THESE SIGNALS BE APPROVED AND THAT PRO- <br />VISION BE MADE IN THE 1954-55 BUDGET SO THAT THIS EQUIPMENT CAN BE INSTALLED IN JULY OR <br />AUGUST OF THIS YEAR. <br /> <br />. <br /> <br />6. REPORT BY CITY MANAGER RECOMMENDING ESTABLISHMENT OF TWO-HOUR PARKING ZONE ON EAST <br />12TH AVENUE BETWEEN ALDER AND HILYARD STREETS. IT WAS POINTED OUT BY THE CITY MANAGER <br />THAT AN INVESTIGATION SHOWS THAT ALL-DAY PARKERS PRESUMED TO BE MAI~LY STUDENTS OF THE <br />UNIVERSITY OF OREGON AND HOSPITAL EMPLOYEES, ARE USING THIS SPACE TO THE DISADVANTAGE OF <br />DOCTORS AND VISITORS AT THE HOSPITAL. <br /> <br />IT IS THE RECOMMENDATION Of THE COMMITTEE THAT THE TWO-HOUR LIMIT BE ESTABLISHED <br />ON 12TH AVENUE ON BOTH SIDES OF THE STREET. <br /> <br />7. COMMUNICATION fROM CITY MANAGER - RE: ACCIDENT RECORD AT 3RD AND HIGH STREET. IT <br />IS RECOMMENDED BY THE CITY MANAGER THAT STOP SIGNS BE INSTALLED ON 3RD AVENUE AT HIGH <br />STREET TO CURTAIL ACCIDENTS AT THIS INTERSECTION. <br /> <br />I <br /> <br />IT IS THE RECOMMENDATION OF THE COMMITTEE THAT THE RECOMMENDATION Of THE CITY MANAGER <br />BE APPROVED AND THAT THE STOP SIGNS BE INSTALLED. <br /> <br />8.. REPORT fROM CITY MANAGER - RE: REMOVAL Of,PARKING AT 13TH AND OAK AND 13TH AND <br />HIGH STREETS. IT WAS REPORTED BY THE CITY MANAGER THAT THE TRAffiC CONGESTION AT 13TH <br />AND OAK AND 13TH AND HIGH COULD BE RELIEVED CONSIDERABLY BY THE REMOVAL Of PARKING ALONG <br />13TH AVENUE fOR A DISTANCE Of 50 fEET AT THESE INTERSECTIONS. THE PROBLEM IS CREATED BY <br />LEfT TURNS AT 13TH AND OAK AND RIGHT TURNS AT 13TH AND HIGH STREET. <br />-0 <br /> <br />e <br /> <br />I T WAS RECOMMENDED BY THE CITY MANAGER THAT PARKING ON THE SOUTH SIDE Of 13TH AND <br />50 fEET WEST Of OAK STREET BE ELIMINATED TO ALLOW A LANE FOR EASTBOUND THROUGH TRAffiC <br />AND ALSO THAT THE PARKING ON THE NORTH SIDE Of 13TH AVENUE AND 50 fEET EAST Of HIGH <br />STREET BE ELIMINATED TO PERMIT A LANE fOR RIGHT TURNS AT THIS INTERSECTION. <br /> <br />IT IS THE RECOMMENDATION Of THE COMMITTEE THAT THE PROPOSAL Of THE CITY MANAGER <br />BE ADOPTED." <br /> <br />IT WAS MOVED BY SIEGENTHALER, SECONDED BY OWEN THAT THE CITY MANAGER BE INSTRUCTED TO <br />DRAW THE NECESSARY RESOLUTION OR ORDINANCE TO EfFECT THE TRAFFIC CONTROL CHANGES ADOPTED IN <br />THE REPORT. MOTION CARRIED. <br /> <br />I T WAS MOVED BY SI EGENTHALER, SECONDED B,Y OWEN THAT THE REPORT OF THE PUBLI C SAfETY <br />COMMITTEE BE ADOPTED.
