REQUEST BY THE GONSULTING ENGINEERS FOR THE EUGENE fRUIT GROWER'S ASSOCIATION <br />REGARDING CURB CUTS ON EAST 8TH AVENUE BETWEEN AN EXTENSION OF PATTERSON STREET~ND <br />HILYARD STREET - A LETTER FROM MARQUESS AND MARQUESS, CONSULTING ENGINEERS FOR THE <br />EUGENE fRUIT GROWER'S ASSOCIATION, REQUESTING TWO CURB CUTS ON THE NORTH SIDE OF EAST 8TH <br />AVENUE BETWEEN AN EXTENSION OF PATTERSON STREET AND HILYARD STREET WAS PRESENTED. THE <br />CURB CUTS REQUESTED WERE AS FOLLOWS: A 112-FOOT CURB'CUT AT THE EAST END OF THE PROPERTY <br />OWNED BY THE EUGENE fRUI T GROWER'S ASSOCI ~TI ON AND A :28 FOOT CURB CUT TO BE LOCATED 12 <br />FEET WES'T OF: THE 112 FOOT CURB CUT. ' THE REQUEST ALSO I NDr CATED THAT A 27 FOOT EXI STI NG <br />CURB CUT WOULD BE VACATED. <br /> <br />IT WAS THE RECOMMENDATION OF THE COMMITTEE THAT THE REQUEST FOR THE CURB CUT BE <br />GRANTED PROVIDING THAT WHE~ MORE THAN ONE DOOR OF THE WAREHOUSE TO BE SERVIC~D BY THE 112 <br />FOOT CURB CUT IS IN USE THAT AN EMPLOYEE OF THE EUGENE fRUlT GROWER'S ASSOCIATION SHALL BE <br />ON HAND TO DIRECT TRUCK ~RAFFIC. <br /> <br />2. REQUEST' FOR LOADI NG ZONE' BY MRS.' THELMA PASlEY, JOLLY TI ME NURSERY, 242 EAST 6TH <br />AVENUE -MRS. PASLEY, OF THE JOLLY TI ME NURSE'RY LOCATED AT 242. EAST 6TH AVENUE 'REQUESTED'A <br />LOADING ZONE FOR roHREE CARS TO LOAD AND UNLOAD NURSERY SCHOOL CHILDREN. THE TRAFFIC' <br />SIGN~L TECHNICIAN INDICATED THAT A TRAFFIC COUNT IN THIS AREA REVEALED 6TH AVENUE WAS <br />HANDLING 13,750 CARS PER 24 HOUR PERIOD AND AT P~AK PE~IODS 2,400 CARS PER HbuR. HE <br />POINTED OUT THAT THE ALLEY IMMEDIATELY EAST OF THE NURSERY IS PAVtD AND IS 16 FEET WIDE AND <br />THAT IT WOULD BE MUCH SAFER TO LOAD AND UNLOAD SCHOOL CHILDREN FROM THE ALLEY THAN IT <br />WOULD BE FROM EAST 6TH AVENUE. <br /> <br />IT WAS THE RECOMMENDA~ION OF THE COMMITTEE THAT THIS REQUEST FOR A LOADING ZONE FOR <br />THE JOLLY TIME NURSERY 8E DENIED. <br /> <br />3.. ELIMINATION OF LOADING ZONE AT 451 WEST 11TH AVENUE - THE TRAFFIC SIGNAL TECHNICIAN <br />REPORTED THAT A THIRTY MINUTE LOADING Z~NE HAD BEEN E~TA~LISHE~ FOR A DAY NUR~ERY FORMERLY <br />LOCATED AT 451 WEST .IITH AVENUE. THE NURStRY HAS SINCE MOVED TO 745 W~~T ~6tH AVEN~E, AND <br />I T WAS SUGGESTED TH'A,T THE LOADI NG ZONE AT 451 WEST II TH AVENUE BE RETURNED TO ALL DAY <br />PARKING. <br /> <br />IT WAS THE RECOMMENDATION OF THE COMMITTEE THAT THIS LOADING ZONE BE ELIMINATED AND <br />THE AREA RETURNED TO ALL DAY PARKING. <br /> <br />4. INSTALLATION OF STOP SIGNS ON EMERALD STREET AT 14TH AND 15TH AVENUES - THE TRAFFIC <br />SI~NAL TECHNICIAN INDICATED THAT ACCIDENT ~ATES.T i4TH' AND 15TH AVENUES AT EMERALD <br />ST~EET WERE EXCESSIVE DUE BASICALLY TO POOR SIGHT DISTANCE AT THE INTERSECTIONS. HE <br />FURTHER INDICATED THAT EMERALD STREET FROM 13TH TO 15TH AVENUES HAD BEEN VACATED AS A <br />PUBLIC STREET AND WAS NOW BEING USED ONLY AS A PRIVATE STREET TO ELIMINATE THE CONFUSION <br />AT THESE INTERSECTIONS AND REDUCE THE ACCIDENT RATE. <br /> <br />IT WAS RECOMMENDED THAT STOP SIGNS BE INSTALLED ON THE NORTH AND SOUTH SIDES OF 14TH <br />AVENUE STOPPING EMERALD STREET AND AT THE NORTH SIDE OF 15TH AVENUE STOPPING EMERALD <br />STREET TRAFFIC. <br /> <br />THI S RECOMMENDATION WAS CONCURRED I N BY THE COMMI TTEE. '1 <br /> <br />IT WAS MOVED BY MR. WATSON, SECONDED BY MR. GODLOVE, THAT THE REPORT OF THE PUBLIC SAFETY <br />COMMITTEE BE ADOPTED. REDECKING OF BRIDGE ACROSS THE AMAZON ON DILLARD~RoAD BETWEEN fox HOLLOW ROAD AND <br />WEST AMAZON DRIVE - THE COMMITTEE VIEWED THIS BRIDGE AND NOTED THAT THE PLANKING WHICH <br />SERVES AS A ROADWAY ACROSS THE BRIDGE IS BADLY WORN. THE CITY ENGINEER EXPLAINED THAT <br />WITH NEW PLANKING THE BRIDGE WOULD UNDOUBTEDLY LAST FOR A CONSIDERABLE PERIOD OF TIME <br />SINCE THE REST OF THE STRUCTURE IS IN A SOUND CONDITION. <br /> <br />IT WAS THE RECOMMENDATION OF THECOMMITTEE THAT THE PLANKING ON THE BRIDGE BE REPLACED <br />WITH NEW PLANKING AND, I'F THE ADDITIONAL COST WERE NOT TOO GREAT, THAT TREATED TIMBERS BE <br />USED. <br /> <br />2..
