CLINE, <br /> THE COMMITTEE VISITED A PROPOSED ROADWAY WHICH WOULD CONNECT fox HOLLOW <br /> ROAD TO THE NORTHEASTERLY CORNER Of SPENCERS BUTTE PARK. THE COMMITTEE <br /> DROVE OVER THE PROPOSED ROADWAY AND DISCUSSED THE USABILITY OF SUCH - <br /> ROADWAY AS IT RELATES TO INGRESS TO AND EGRESS fROM THE PARK AREA. MR. <br /> CLINE INDICATED TO THE COMMITTEE THAT HE WAS WILLING TO DEED A 60' RIGHT- <br /> Of-WAY TO ALLOW ACCESS TO THE PARK OVER THE ROADWAY WHICH HE HAS CON- <br /> STRUCTED, AND FURTHER THAT HE WOULD GRANT ADDITIONAL RIGHTS-OF-WAY fROM <br /> THE "SOUTHERLY END OF THE ROAD AS IT CURRENTLY EXISTS SO THAT THIS ROAD <br /> MIGHT BE CONNECTED' WITH fox HOLLOW ROAD AT TWO PLACES. IN EXCHANGE fOR <br /> THE DEEDING Of THE RIGHT-Of-WAY MR. CLINE INDICATED HE WOULD DESIRE <br /> THAT THE WHOLE EXISTING ROAD BE DITCHED DURING THE fALL OF 1957 AND THAT <br /> THE EXISTING ROAD BE GRAVELLED fOR A DISTANCE Of 530' WESTERLY fROM fox <br /> HOLLOW ROAD AND THAT THE REMAINDER OF THE EXISTING ROAD, AMOUNTING TO AN <br /> ADDITIONAL 2000 fEET APPROXIMATELY, BE GRAVELLED WITHIN A REASONABLE e <br /> LENGTH Of TIME. <br /> THE COMMITTEE RECOMMENDED AfTER DISCUSSION THAT THE CITY ATTORNEY AND <br /> MR. REPORT OF CITY ATTORNEY ON REQUIREMENTS fOR BUILDING PERMIT fOR LANE COUNTY , <br /> II <br /> COURTHOUSE - THE CITY ATTORNEY REPORTED IN A WRITTEN 'MEMORANDUM THAT HE <br /> HAD CONTACTED fOUR CITIES IN THE STATE Of OREGON WITH REFERENCE TO THE j: <br /> PRACTICE Of COLLECTING BUILDING PERMIT fEES ON THE CONSTRUCTION Of COUNTY <br /> B U I L 0 I NG S . IN ONE,CITY THE BUILDING ORD1NANCE EXPRESSLY EXEMPTS AMONG <br /> OTHERS COUNTY BUILDINGS; IN ONE CITY A BUILDING PERM1T fEE WAS PAID; IN <br /> ONE CITY NO PERMIT WAS REQUIRED AND NO INSPECTION WAS GIVEN, ALTHOUGH THE <br /> TERMINOLOGY Of THE ORDINANCE DID NOT EXEMPT THE COUNTY fROM OBTAINING A <br /> PERMIT; AND IN THE fOURTH CITY THE COUNTY WAS REQUIRED TO SECURE A PERMIT <br /> fOR ALL COUNTY BU/LD/NGS,BUT NO PERMIT fEE WAS CHARGED If SUCH BUILDING <br /> WERE CONSTRUCTED WITH COUNTY LABOR. <br /> BASED ON THE ABOVE IT APPEARS THAT THERE ARE THREE PO~SIBLE AVENUES THE <br /> eOUNCIL MIGHT TAKE IN DETERMINING POLICY ON THIS MATTER: <br /> (A) PROCEED TO ATTEMPT TO MAKE COLLECTION Of THE BUILDING PERMIT \: I <br /> fEE UNDER THE TERMS Of THE PRESENT ORDINANCE WHICH CONTAINS <br /> NO EXEMPTIONS. I <br /> (B) By RESOLUTION TO WAIVE THE PAYMENT Of ANY fEE AND, IF DES/R-: <br /> ABLE, WAIVE THE NECESSITY Of ANY INSPECTION.BY CITY BUILDING <br /> OffiCIALS AS .TO THE CONSTRUCTION Of THE COURTHOUSE, SUCH ACTION <br /> TO OEAL WITH THIS SPECifIC CASE ONLY AND TO MAKE NO EXEMPTION e <br /> fOR fURTHER BUILDINGS WHICH MIGHT BE CONSTRUCTED. <br /> (C) THE EUGENE CODE COULD BE AMENDED TO EXCLUDE ANY PERMIT fEE BEING I <br /> CHARGED fOR CONSTRUCTION PERfORMED BY LANE COUNTY. I <br /> REPRESENTATIVES Of THE COMMITTEE DISCUSSED THE SITUATION AND THE NECESSITY <br /> fOR INSPECTION BY CITY BUILDING OffIC1ALS. IT WAS ALSO POINTED OUT THAT <br /> JHE COUNTY COMMISSIONERS HAD INDICATED BY LETTER THAT THE COURTHOUSE, WOULD <br /> BE INSPECTED BY BOTH COUNTY,AND STATE INSPECTORS WHO WOULD MAINTAIN CLOSE <br /> CONTROL OVER THE COURTHOUSE CONSTRUCTION., <br /> SEVERAL ALTERNATIVES WERE SUGGESTED AND DISCUSSED, AND IT WAS RECOMMENDED : <br /> THAT THE CITY MANAGER BE INSTRUCTED TO ADVISE THE BOARD Of COUNTY COM- <br /> MISSIONERS IN ANSWER TO THEIR LETTER Of AUGUST 26, 1957 THAT I f,-THE CITY <br /> IS,NOT TO PROVIDE INSPECTION SERVICE, IT IS NOT"JUST/f/ED IN ISSUING A I <br /> PERMIT." <br /> IT WAS' MOVED BY MR. WATSON SECONDED BY MR. SHEARER THAT ITEMS I, 2 AND 3 Of THE REPORT Of <br /> THE PUBLIC WORKS COMMITTEE BE APPROVED. MOTION CARRIED. <br /> IT WAS MOVED BY MRS. LAURIS SECONDED BY MR.
