IN THE
EXPL~NATION IT WAS AGAIN POINTED OUT THAT THE ORIGINA~ DESIGN OF' GARF'IELD STREET
, INVOLVED AN ~XPENSIVE BRIDGE ACROSS THE AMAZON TO MEET THE REQUIREMENTS OF THE
CORPS Of ARMY ENGINEERS AND THAT THE MORE RECENT PLAN Of USING THE GARFIELD STREET
TO ARTHUR CONNECTOR MAKES IT POSSIBLE TO CONSTRUCT A MUCH LESS EXPENSIVE BRIDGE
OVER THE AMAZON.

,
~
.,
I
\1
II
!'
[j
I'l
II

IT WAS ALSO POINTED OUT THAT THE CITY HAS NOT ACQUIRED ALL OF' THE RIGHT-OF-WAY
fOR GARFIELD STREET AS IT WAS ORIGINALLY PROPOSED, BUT THAT WITH THE COOPERATION
Of THE UNIVERSITY OF' OREGON, THE PROPERTY HOLDER IN THE AREA tOR THE GARFIELD TO
ARTHUR CONNECTOR, All PROPERTY WOULD BE ACQUIRED F'ROM THE' UNIVERSITY, AND THAT
A JOINT PARTICIPATION ARRANGEMENT HAS BEEN WORKED OUT WITH THEM WHICH INVOLVES
THE CITY'S DOINQ CERTAIN THINGS AND THE UNIVERSITY'S DOING CERTAIN THINGS. THESE
ITEMS ARE AS FOLLOWS~

THINGS TO BE DONE BY THE UNIVERSITY Of OREGON:

I. DEDICATE OR GIVE DEED TO 60' RIGHT-Of-WAY fROM 14TH AVENUE AND GARfiELD
STREET TO 18TH AVENUE AND ARTHUR STREET

2. VACATE 15TH AVENUE FROM THE WEST BOUNDARY OF HAYES STREET WEST TO '
THE UNIVERSITY OF OREGON PROPERTY liNE EXCEPT FOR ALLEYWAY

,
I
11
II
;,
i
,
l
I
1"..1
II
I'

i'
~
I
.
I'
I'

5. DISCUSSION OF PROPOSED CUTOFF F'ROM 18TH AVENUE TO AGATE STREET THROUGH UNIVERSITY
Of OREIDN PROPERTY - A MAP WAS SHOWN WHICH INDICATED WHAT A PROPOSED CUTOF'F' MIGHT
BE LIKE AT THE 18~H AVENUE AND AGATE STREET INTERSECTION. As PROPOSED, Ally"
INTERSECTION WOULD BE CREATED WEST-OF' AGATE STREET ON 18TH AVENUE WITH THE NORTHERLY
LEG OF THE "y" CONNECTING TO 17TH AVENUE AT AGATE STREET. IT WAS INDICATED THAT
THERE ARE SEVERAL UNDESIRABLE .fEATURES ,WITH SUCH AN INTERSECTION, AMONG THESE BEING
THE DIFFICULTY OF PROPERLY SIGNALIZING SUCH AN INTERSECTION AND THE DifFICULTY Of
EASTBOI:IND TRAFfiC HAVING .IN UTILIZING SUCH AN INTERSECTION. ,IT WAS STATED THAT
SUCH AN INTERSECTION'WOULD FAVOR'WESTBOUND TRAF'F'IC,BUT.THAT IT IS BELIEVED THAT
WITH THE PROPER SYNCHRONIZATION OF LIGHTS AND THE CHANNELIZATION Of TRAfF'IC,AT
THE INTERSECTION OF' 18TH AVENUE AND AGATE STREET, A BETTER JOB COULD BE ACCOM-
PLISHED USING THE,EXISTING INTERSECTION THAN THAT WHICH COULD BE DONE BY CREATING
'A NEW INTERSECTION.
