SHEARER, AND L,INDEEN VOTING NAY. <br /> <br />IT WAS MOVED BY MR. SHEARER SECONDED BY MR. MOLHOLM THAT ITEM 2 OF THE REPORT OF THE COMMITTEE <br />BE APPROVED. <br /> <br />ADDITIONAL DISCUSSION WAS GIVEN TO THE REPORT, AND IT WAS AGAIN SUGGESTED THAT 19TH AVENUE <br />SHOULD HAVE BEEN EXTENDED TO CHAMBERS STREET. IT WAS ALSO STATED THAT IT WAS FELT INCOMPLETE <br />INFORMATION HAD BEEN GIVEN TO THE COMMITTEES WORKING ON CITY PROBLEMS AND BECAUSE OF THIS <br />LACK OF FULL INFORMATION, THE COMMITTEES DID NOT ALWAYS ARRIVE AT THE PRO~ER ANSWERS. <br /> <br />ON VOTE, THE MOTION CARRIED WITH MR. LINDEEN VOTING NAY. <br /> <br />3. DISCUSSION REGARDING BUILDINGS AND THE CROSS ON SKINNERS BUTTE - COUNCILMAN MOLHOLM <br />REPORTED THAT IT HAD COME TO HIS ATTENTION THAT THE BUILDINGS AND VIEWPOINT NOW <br />LOCATED ON THE EASTERLY END OF SKINNERS BUTTE ARE LOCATED ON UNI:VERSITY OF OREGON <br />PROPERTY. THIS PROPERTY WAS ORIGINALLY SET ASIDE BY THE UNIVERSITY FOR OBSERVATORY <br />PURPOSES AND IS APPROXIMATELY 100'XI80' ALTHOUGH IT IS NOT NOW USED FOR THE P.UR- <br />POSES FOR WHICH IT WAS ORIGINALLY SET ASIDE. IT WAS FURTHER EXPLAINED ,tHAT THE <br />UNIVERSITY HAD GIVEN ITS CONSENT TO THE BUILDING OF A RADIO TRANSMITTER BUILDING <br />AND THE VIEWPOINT AREA CURRENTLY IN EXISTENCE ON THE BUTTE AS WELL AS THE AREA ON <br />WHICH THE CROSS IS CURRENTLY LOCATED. THERE WAS SOME DISCUSSION ON THIS AND SOME <br />RECOGNITION THAT THE UNIVERSITY HAD MADE THE LAND AVAILABLE FOR USE BY THE CITY. <br /> <br />IT WAS RECOMMENDED THAT A REQUEST BE MADE OF THE UNIVERSITY OF OREGON TO DEED PRO- <br />PERTY IN THEIR OWNERSHIP TO THE CITY SO THAT THE CITY WOULD CONTROL ALL OF THE <br />BUTTE~ MOTION CARRIED. MR. J. ORVILLE LINDSTROM, BUSINESS MANAGER FOR THE ~NI- <br />VERSITY, STATED THAT IF SUCH A DEED COULD LEGALLY BE MADE, HE WOULD SO RECOMMEND. <br /> <br />IT WAS MOVED BY MR. SHEARER SECONDED BY MRS. LAURIS THAT ITEM 3 OF THE REPORT~ TKE COMMITTEE <br />BE APPROVED. MOTION CARRIED. <br /> <br />4. DISCUSSION REGARDING REQUEST TO,HAVE THE EUGENE WATER & EEECTRIC BOARD REMOVE THE <br />OLD WATER RESERVOIR FROM THE NORTHERLY SIDE OF THE CENTER OF THE TOP:Of-TSKINNERS <br />BUTTE - COUNCILMAN MOLHOLM STATED THAT HE BELIEVES THE ,OLD WATER RESERVOIR .LQCATED <br />ON THE TOP OF SKINNERS BUTTE IS AN EYESORE IN.ITSELF AND THAT A LARGE AMOUNT OF <br />FOUL LANGUAGE HAD BEEN.WRITTEN ON THE CONCRETE STRUCTURE, AND FOR THIS REASO~ HE <br />FEELS THAT IT SHO,ULD BE REMOVED BY THE EUGENE WATER & ELECTRIC BOARD. THE PARKS <br />& RECREATION SUPERINTENDENT REPORTED THAT THE RESERVOIR IS NOW ON PARK PROPERTY <br />BUT THAT IT WAS ORIGINALLY BUILT BY THE EUGENE WATER & ELECTRIC BOARD AND HE FEELS <br />THEY HAVE SOME RESPONSI,BILITY TO REMOVE IT. THE COMMITTEE RECOMMENDED THAT ~HE <br />EUGENE WATER & ELECTRIC BOARD BE REQUESTED TO REMOVE T~E OLP CONCRETE RESERVOIR <br />ON TOP OF SKINNERS BUTTE. <br /> <br />I T WAS MOVED BY MR. MO.LHOLM SECONDED BY MR. SHEARER THAT ITEM 4 OF THE REPORT OF THE COMM I TTEE <br />BE APPROVED. <br /> <br />DURING THE DISCUSSION COUNCILMAN WILSON SUGGESTED THAT THE CITY MANAGER BE INSTRUCTED TO DE- <br />TERMINE THE COST OF REMOVAL OF THE CONCRETE RESERVOIR. ALSO,A REPORT WAS HAD FROM THE PARKS <br />AND RECREATION SUPERINTENDENT WHICH INDICATES ON THE BASIS OF HIS INVESTIGATION THATTHE <br />CONTROL Of THE OLD RESERVOIR NOW RESTS JOINTLY WITH THE CITY AND THE EUGENE WATER & ELECTRIC <br />BOARD. <br /> <br />ON VOTE, THE MOTION WAS,CARRIED WITH MR. WILSON VOTING NAY. <br /> <br />5. CONSIDERATION OF PUBLIC WORKS PROJECTS BIDS - A TABULATION OF BIDS RECEIVED AT AN <br />OPENING. HELD MARCH 26, 1959 ON FIVE SANITARY SEWER_PROJEC'tS AND TWO SIDEWALK PRO- <br />JECTS WAS GIVEN TO THE COMMITTEE. THE COMMITTEE CONSIDERED THE TABULATED BIDS AND <br />RECOMMENDED THAT THE B,DSBE AWARDED TO THE LOW BIDDER ON EACH OF THE SEVEN PROJECTS. <br /> <br />IT WAS MOVED BY MR. SHEARER SECONDED BY MR. MOLHOLM THAT ITEM 5 OF THE REPORT OF THE COMMITTEE <br />BE RECEIVED AND PLACED ON FILE. MOTION CARRIED. (CONTRACTS WERE AWARDED UNDER BID OPENINGS <br />EARLIER IN THE MEETING). . <br /> <br />6. DISCUSSION REGARDING SALE OF PARK PROPERTY NORTH OF THE W,LLAMETTE RIVER TO THE <br />OREGON STATE HIGHWAY DEPARTMENT - IT WAS STATED THAT,THE CITY HAD RECEIVED THE <br />NECESSARY DEED FORMS,TO.CONVEY TO THE OREGON STATE HIGHWAY DEPARTMENT A PARCEL <br />OF PROPERTY LOCATED IN PARK PROPERTY ON THE NORTH SIDE OF THE W,LLAMETTE RIVER <br />NEAR THE ENTRANCE TO THE EUGENE MILLRACE. THIS PROPERTY, WHEN ACQUIRED BY THE <br />OREGON STATE HIGHWAY DEPARTMENT, WILL BE USED FOR THE NEW PACIFIC fREEWAY. THE <br />COMMITTEE RECOMMENDED.THAT,THE PROPER CITY OFFICIALS BE AUTHORIZED TO SIGN THE <br />DEED. <br /> <br />IT WAS MOVED BY MR. SHEARER SECONDED BY MR. CHATT THAT ITEM 6 OF THE REPORT OF THE COMMITTEE <br />BE APPROVED AND THE PROPERTY SOLD TO THE STATE HIGHWAY DEPARTMENT AT A PRICE OF $4025.00. <br />ROLLCALL VOTE.
