HE INDICATED THAT A TWO BLOCK AREA HAD BEEN APPROVED, THAT IN THE ONE BLOCK AREA <br />ABOVE DESCRIBED NO ONE WISHES THE STREET TO BE P.AVED, IT PROVIDES NO ACCESS ACROSS TOWN, <br />AND THAT UNTIL SUCH TIME AS IT SERVES A PURPOSE OTHER THAN INGRESS AND EGRESS TO INDIVIDUAL <br />PROPERTY OWNERS, THE PROPERTY OWNERS COULD SEE NO REASON FOR ITS PAVING. HE DID INDICATE <br />THAT THERE IS NO OBJECTION TO THE PAVING BETWEEN 27TH AND 28TH AVENUES ON OLIVE STREET. <br />FOLLOWING SOME DISCUSSION ON THIS SUBJECT IT WAS RECOMMENDED THE ITEM BE HELD OVER FOR <br />FURTHER STUDY. <br /> <br />IT WAS MOVED BY MR. IT WAS fURTHER STATED THAT IT IS POSSIBLE STILL TO ZONE THE AREA R-3 AS RECOM- <br />MENDED BY THE PLANNING COMMISSION Of THE COUNTY AND THE CITY, AND THE COUNTY COMMIS- <br />SIONERS ON APPEAL. <br /> <br />VARIOUS' COMMENTS WERE MADE ON THE PROPOSED REZONING AMONG WHICH WERE THAT THE PROPERTY <br />IS NOT BEING HURT, THAT THE CITY SHOULD NOT ZONE FOR SPECULATION, AND THAT IT IS POSSIBLE <br />TO DEVELOP THE WHOLE PIECE Of PROPERTY FROM THE INTERIOR AS RESIDENTIAL PROPERTY. <br /> <br />THE PLANNING CONSULTANT SUGGESTED THAT THE COUNCIL AND COUNTY COMMISSIONERS MEET TO DIS- <br />CUSS THE PROBLEMS SO THAT BOTH AGENCIES WOULD UNDERSTAND EACH OTHERS PROGRAM, AND PROBLEMS. <br />IT WAS RECOMMENDED THAT THE SUGGESTION Of THE PLANNING CONSULTANT BE IMPLEMENTED. SKILLERN APPEARED BEFORE THE COUNCIL AND SPOKE ON THE PROBLEMS WHICH HE HAS ENCOUNTERED WITH RE- <br />GARD TO ZONING OF HIS PROPERTY AND THE SECURING Of ACCESS FROM COBURG ROAD TO THE PROPERTY BEFORE <br />THE COUNTY PLANNING COMMISSION, THE COUNTY COMMISSIONERS, EUGENE PLANNING COMMISSION AND EUGENE CITY <br />COUNCIL.'
