HE ALSO STATED THERE HAD BEEN SOME DIFFICULTY IN CONTROLLING THE 'j <br /> BURNING PROBLEM IN AREAS ON THE PERIMETER OF THE CITY, AND HE WOLD RECOMMEND THAT A ---....... <br /> WRITTEN PERMIT TO BURN BE ISSUED BY EITHER THE FIRE MARSHAL'S OFFICE OR BY THE AIR <br /> POLLUTION CONTROL OFFICER WHICH COULD RESULT IN STRICTER ENFORCEMENT OF THIS PROBLEM. <br /> THIS VERBAL REPORT WAS RECEIVED WITH THANKS. <br /> 5 3. OFFER TO PURCHASE CITY PROPERTY, FIR BUTTE ROAD, GRIENER - AN OFFER WAS MADE BY <br /> MRS. MAE L. GRIENER TO PURCHASE APPROXIMATELY 18.94 ACRES THE CITY OF EUGENE OWNS <br /> ON FIR BUTTE ROAD LOCATED APPROXIMATELY 6 OR 7 MILES NORTHWEST OF EUGENE. HER OFFER <br /> WAS FOR A TOTAL AMOUNT OF $4500 WITH A $1500 DOWN PAYMENT AND $50 PER MONTH ON THE <br /> BALANCE. THE AIR POLLUTION CONTROL OFFICER STATED THAT THE AREA MAY BE A GOOD PLACE <br /> FOR THE SAWMHLS AND THE LIKE TO BURN THEIR MILL END REFUSE. THIS IS OUTSIDE THE <br /> I CITY AND FAR ENOUGH FROM THE CITY SO THAT THE SMOKE WOULD BE DISSIPATED. MR.CHATT <br /> MOVED SECONDED BY MR. SWANSON TO HAVE A REPORT BACK ON THE POSSIBLE USE OF THE AREA <br /> FOR BURNING AND ALSO IF THE COUNTY WOULD BE INTERESTED IN THIS PROPOSAL. MOTION CARRIED. <br /> 6 4. CARMEN-SMITH PROJECT - MR. BYRON PRICE STATED THAT THE EUGENE WATER & ELECTRIC BOARD'S <br /> CONSULTANTS AND ENGINEERING FIRM HAD RECENTLY FIGURED THE ULTIMATE COST OF THE CARMEN- <br /> SMITH PROJECT TO BE $28,935,500. THE WATER BOARD FOUND IT NECESSARY TO PROVIDE AN <br /> ADDITIONAL $2,500,000 FOR THE COMPLETION OF THE PROJECT. MR. PRICE STATED THAT BONDS <br /> WOULD BE SOLD TO PROVIDE THIS MONEY AND THAT A TENTATIVE SALE DATE HAD BEEN SET FOR <br /> e SEPTEMBER 25, 1962. THE Y WOULD BE SHORTER TERM BONDS THAN THE OR I'G I NAL ISSUE AND <br /> WOULD BE PAID OFF IN TWENTY YEARS. IN ANSWER TO A QUESTION, MR. PRICE STATED THAT <br /> THE BOARD FELT THIS MONEY WOULD BE SUFFICIENT TO COMPLETE THE PROJECT WIHTOUT ANY <br /> FURTHER REQUEST FOR A BOND SALE. <br /> 7 5. AMENDMENT TO POOL ROOM ORDINANCE - THE CITY ATTORNEY SUBMITTED A FIRST DRAFT OF AN <br /> AMENDMENT TO SECTION 6.51 OF THE CITY CODE WITH REGARD TO POOL ROOMS, CARD ROOMS, <br /> BILLIARD ROOMS, WHICH WOULD ALLOW MINOR PERSONS TO FREQUENT THEM. MR. MOLHOLM MOVED <br /> SECONDED BY MR. CHATT TO APPROVE THE AMENDMENT. MOTION CARRIED. <br /> 8 6. SKINNERS BUTTE IMPROVEMENTS - THE CITY MANAGER READ A LETTER FROM MR. CHARLES O. PORTER <br /> RELATIVE TO AN AMENDMENT TO THE CHARTER BEING SUBMITTED PROVIDING FOR A WIDER DEFINITION <br /> OF PARK PURPOSES SO AS TO ALLOW BUILDINGS FOR A MUSEUM OR RESTAURANT ON SKINNERS BUTTE <br /> TO THE ADVANTAGE OF THE PUBLIC VISITI~ THE PARK. THIS MATTER HAD BEEN RAISED PREVIOUSLY <br /> BUT THE CITY STAFF DID NOT FEEL ENOUGH INTEREST HAD BEEN GENERATED TO MAKE ANY DEFINITE <br /> I RECOMMENDATION. MR. MOLHOLM MOVED SECONDED BY MR.
