<br />On discussion, Mr. Jim Pearson appeared in behalf of Mr. Koffler, stating the sequence
<br />of events which led to the present insta11~tion pf a 4-car garage w~thout additional
<br />building. Mr. Pearson stated that Mr. Koffler had originally intended to construct a
<br />duplex on theprope:r:ty '!lhen, the prop~:r:ty was still within the County limit:~. However,
<br />the' County had' refused to g:ranta pe'rmit for as~~tic tank for a, duplex, and build-
<br />ing operations, wer.e.,h~lted. :Subsequen~~y, t,he 'a:r:ea :was annexed~o the City of Eugene
<br />and when Mr. Koffler applied' for 'a' permit for. c~'n~truction"he was informed that code
<br />and zoning regulations would not permit him the type of construction which he wished
<br />on this site.. Mr., Pearson stated ~hat he felt Mr.. Koffl.er should :be granted a v.ari-
