Motion carried. II <br /> <br />Mr. Chatt moved seconded by Mr. Swanson that Items 4 and 5 of the Committee report be <br />approved. ~otion carried. <br /> <br />e <br /> <br />Committee meeting held February 20, 1964: <br /> <br />"Present: Mayor Cone; Councilmen Chatt, Lauris, Swanson, Christensen, Deverell, <br />Hawk, and Purdy; City Manager; Asst. City Manager; City Attorney; <br />Director of Public Works; Members of the Parking Committee; and others. <br /> <br />1 <br /> <br />1. Ballot Measures - May 15, 1964 Primary Election - The City. Manager stated <br />that March 9, 1964 is the deadline for submitting measures to the City <br />Recorder for inclusion on the May 15 City ballot. Various items had been <br />discussed for inc1usion'on the ballot, and the City Manabe requested the <br />Council's consideration of the following items so that the City Attorney <br />could prepare the necessary ballot titles: <br /> <br />I <br /> <br />a. Off-street Parking Revenue Bonds - A report from the Parking Committee <br />recommended a $2,500,000.00 revenue bond issue to finance acquisition <br />and construction of parking lots which would provide 970 additional <br />parking spaces and could be expanded by 700 or 800 spaces by mu1tiple- <br />level structures on two of the four locations recommended. Such con- <br />struction would make a substantial start toward reducing the estimated <br />shortage of 3,100 spaces mentioned in the Barton parking survey and <br />report. The Parking Committee also felt this method of financing <br />would ensure public ownership of very important parking areas. It was <br />the thought of the Parking Committee that the sites could be leased <br />for private construction. <br /> <br />I <br /> <br />A minority report from two members of the Parking Committee was also <br />'presented to the Council. This report expressed the opinion that <br />the City should not project itself further into the parking business <br />at this time, but encourage private financing for the acquisition and <br />construction of lots, including the validation of parking tickets by <br />downtown merchants. The minority report also suggested establishment <br />of parking districts and co-operative leasing, and removal of on-street <br />parking from certain streets. <br /> <br />Dr. Purdy moved seconded by Mrs. Lauris that the Council authorize <br />placing on the May 15, 1964 ballot a $2,500,000.00 revenue bond issue <br />to finance the acquisition and construction of off-street parking <br />facilities, with the revenue from such parking lots to be pledged to <br />retire the bond issue, supplemented by a limited amount of revenue <br />from on-street parking meters. <br /> <br />e <br /> <br />Mr. Dave VanFossen, realtor, pointed out that the parking problem is <br />one of educating the public to use lots now in existence, and that the <br />existing parking lots are not as fully occupied as the Barton report <br />indicates. He also pointed out that the City should not merchandise' <br />additional parking spaces, and he disagreed with the Parking Committee's <br />estimated construction cost of $1,320.00 per space. Mr. Robinson; vice <br />chairman of the Parking Committee, stated that the City is already <br />merchandising parking spaces through the meters for on-street parking. <br />He also stated that the estimated construction cost of $1,320.00 per <br />space was based upon figures supplied by Eugene Barton and through <br />the Concrete Institute which recently met in Eugene. Mayor Cone <br />pointed out that it would be wise to acquire parking lots for the <br />future, but that it may be desirable to lease for private operation. <br /> <br />I <br /> <br />A vote was taken on the motion to authorize placing' the revenue bond' <br />issue on the ballot, and motion carried, Mr. Christensen voting no. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt that Item la of the Committee report'be ap- <br />proved.
