L. Hawn again spoke emphasizing the .argument he had presented previously at <br />the Committee of the Whole meeting) advising against the ballot proposal as it was <br />to be presented. Mr. Hawn said that he felt that a parking district would be a <br />better situation and that the pro~erty would remain on the tax rol1~. M~. Ray <br />Parmelee and B;lso Mr. Jack Fost.er spoke against the proposed ballot measure. <br /> <br />A vote was taken.on the motion to approve the Committee recommendation) and motion <br />carried. <br /> <br />e <br /> <br />Councilman Deverell entered the meeting at this point. <br /> <br />1 <br /> <br />10. <br /> <br />. . <br />Setback Variance. 711 West 22nd. King - The Board of Appeals at its meet- <br />ing on February 13, 1964 had denied the.request of Mr. B~n King: for a <br />variance to allow construction of a carport to the property line'at 711 <br />West 22nd Avenue. Mr. King appealed the deci~ion and presented sketches <br />showing the proposed layout of the new const~uction. Howev~r) in ap- <br />pealing, Mr. King requested an 8-foot setback instead of building to <br />the property line. Mr. Leal Plum) building contractor on the project, <br />discusse~ the difference in the setback requests with the Council. <br />Dr. Purdy then mov~d seconded by Mr. Chatt to refer the .item back to the <br />Board of Appeals, for further consideration. Motion carried. <br /> <br />r' <br /> <br />I <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt .to approve Item 10 of the Committee report. <br />Motion carried. <br /> <br />2 <br /> <br />11. Low-cost Housing Location - The City Manager read a letter from Mr.James S. <br />Witzig which stated that both he and Mrs. ~itzig, as co-o~ners of property <br />within the area proposed as the site fo~ a low-cost housing development, <br />are opposed to the sale of their property to the Housing Authqrity for <br />that purpose. The reasons: The project would not make the highest and <br />best use of the land, service potentia1 of th~ area would be severely. <br />jeopardized, the neighborhood is already being upgradeq by private in~ <br />terests) and other areas are properly zoned and available for the pro- <br />ject. The area proposed for the project is in the vicinity of 3rd <br />Avenue and Mill Street. Mr. Christensen moved seconded by Mr. Hawk to <br />receive the letter and place on file. Motion carried. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt that Item 11 of the Committee report be re- <br />ceived and filed. Motion 'carried. <br /> <br />3 <br /> <br />12. Paving 15th. Polk to Fairgrounds - The Department of Public Works had <br />polled owners of property abutting 15th Avenue between Polk Street and <br />the Fairgrounds regarding paving of the street. The returns indicated <br />that of the front foot;age involved, ownership of 51.1% ,between Polk and <br />Tyler favored paving) 14.2% between Tyler and the Fairgrounds, averag- <br />ing 36.1% for the entire distance. The Department of Public Works <br />recommended paving only the block between Polk and Tyler. After dis- <br />cussion by members of the Council, Mr. Hawk moved seconded by Mr.Christen- <br />sen to pave neither of the blocks. Motion carried. <br /> <br />I <br /> <br />e <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 12 of the Committee report. <br />Motion carried) Messrs. Chatt) Swanson) and Purdy voting no. <br /> <br />4 <br /> <br />13. Easement Across EWEB Beltline R/W. Northwest Natural Gas - Northwest <br />Natural Gas Company requested a la-foot easement across the Eugene <br />Water & Electric Board's 35-foot right-of-way along the Beltline Road <br />just east of the Willamette River. Dr. Purdy moved seconded by Mr.Chatt <br />to approve the request and grant the easement as requested. Motion <br />carried. . <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 13 of the Committee report. <br />Motion carried. <br /> <br />5 <br /> <br />14. Parking Prohibition. Franklin and Alder. H&H Auto Sales - Mr. Sherman <br />Woodruff) owner of property at Franklin Boulevard and Alder Street <br />where H&H Auto Sales is located) requested indefinite postponement of <br />establishment of parking prohibition on Franklin Boulevard at that <br />location. Mr. Christensen moved seconded by Dr. Purdy to make no <br />change in the parking 'prohibition on Franklin Boulevard east of Alder <br />Street.
