Dr. Purdy moved seconded by Mr. Chatt to <br />initiate a public hearing for a variance to the parking requirements <br />for this particular location in an R-4 zone. Motion carried. <br /> <br />The recommendation of the Council is for two less parking spaces than <br />the Code calls for, and to limit the parking,in front of the building <br />to four spaces with 700 angle parking off the alley. <br /> <br />e <br /> <br />On further discussion by the Council, Mr. Hawk moved seconded by <br />Mrs. Lauris that the Council go on record and to so notify the build- <br />ing trades industry that the City Council would favor the revision <br />of the building code to eliminate front-yard parking and, further, to <br />establish parking standards for off-street parking. Motion carried. <br /> <br />Mayor Cone entered the Committee meeting during the dis- <br />cussion of the above item. <br /> <br />I <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 1 of the Committee report and <br />refer to Planning Commission for recommendation. Motion carried. <br /> <br />1 <br /> <br />2. Housing Code Amendment, Sleeping Rooms - The City Manager r~ad a pro- <br />posal submitted in behalf of architects and build~rs,concerning the <br />minimum requirements for sleeping rooms in dormitories, fraternities, <br />sororities, and institutional hqusing, recommending adjustments iQ the <br />number of square feet and cubic feet required per occupant, and also <br />providing for adjustments in the minimum requi~ements for openable <br />window areas or an approved mechanical ventilation system in lieu of <br />openable windows. Mr. Chatt moved seconded by Mr. Deverell instruct- <br />ing the staff to present an ordinance embodying these recommendations <br />at the next session of the Council. Motion carried. <br /> <br />Councilman Swanson arrived at the Committee meeting at this <br />point. <br /> <br />Mrs. Laur is moved s~conded by Mr. Chatt to approve Item 2 of the Committee report. <br />Motion carried. <br /> <br />2 <br /> <br />3. Change Order, New City Hall - The architects recommended that the City <br />spend approximately $1,400 to waterproof the o~tside of the building <br />blocks on the Qew City Hall. Mrs. Lauris moved seconded by Mr.Deverell <br />to approve the change order. Motion carried. <br /> <br />I <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 3 of the Committee report. Roll- <br />call vote. All councilmen present voting aye, motion carried. <br /> <br />3 <br /> <br />4. Housing Code Board of Appeals - It was recommended that five members <br />of the present Board of Appeals be named to hear appeals with regard <br />to the Housing Code. Mrs. Lauris movedsecond~d by Dr. Purdy to ap- <br />prove the appointment of five members of the present Board of Appeals <br />to hear Housing Code appeals. Motion carried. <br /> <br />e <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 4 of the Committee report. <br />Motion carried. <br /> <br />4 <br /> <br />5. Revision ESATS Contract - The City Manager stated that the agreement <br />between the City of Eugene, State of Oregon l::Iighwc;lY Department, Cit y <br />of Springfield, Lane County, and Central Lane Planning Council con- <br />cerning the area transportation study provided for use of City of <br />Eugene personnel in lieu of expenditure of funds. Due to the burden <br />of wor~ in the Public Works Department at this time, it was recom- <br />mended that the City of Eugene pledge $8,230 in cash rather than an <br />equivalent of personnel time toward ,the Transportation Study. Dr.Pur~y <br />moved seconded by Mrs. Lauria to approve the substitution of dollars <br />for staff time. Motion carried. <br /> <br />I <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 5 of the Committee report. <br />Rollcall vote. All councilmen present voting aye, except Mr. Crakesvoting no, <br />motion carried. <br /> <br />5 <br /> <br />6. Voters Pamphlet, May 15, 1964 Election - The City Manager stated that, <br />since the revision of the Oregon statutes, cities are no longer re- <br />quired to publish voters pamphlets for elections and asked if the <br /> <br />3/23/64 - 4 <br /> <br />e <br /> <br />~ <br />
