<br />Council wished to issue a voters pamphlet which would contain the five
<br />charter amendments with statements for and against to be included. It
<br />was estimated that the 'voters' pamphlet would cost. the City of Eugene
<br />approximately $1,500, and there is' only $500 of budgeted funds avail:..
<br />able in the Elections budget. Discussion by the Council resulted in a
<br />moti'on by Dr. :Purdy seconded by Mrs. Lauris not to issue a voters pam-
<br />phlet for the May election. Motion carried.

<br />The City Manager stated that the new Oregon Revised Statute had deleted the item re-
<br />quiring cities of more than 10,000 population to publish a voters pamphlet with names,
<br />statements, and pictniresof candidates. However,' the City should publish a.voters
<br />pamphlet on Charter amendments, and measures.
<br />
<br />Mrs. Lauris.movedseconded by Mr. Chatt to ,authorize publication of a voters' pamphlet.
<br />Rollcall vote. All councilmen present voting aye, except Messrs. Christensen and
<br />Carkes voting no, motion carried.

<br />7. Joint Park-School Agreement, District No. 52 - The Director of Parks and
<br />Recreation recommended that the City of Eugene.enter into an agreement'
<br />with Bethel School ,District No. .52 for the joint acquisition, development,
<br />and maintenance of school-park sites by the City of Eugene and School
<br />District No.' 52 similar' to the on.e. in effec.t. at the present time. wi.th,.
<br />School District No.4. Copies of the proposed agreement were presented
<br />to ,members of .the Council for their study., Mrs. Lauris moved seconded
<br />by, Mr. Swanson to approve the agreement. Motion carried.

<br />8. New City Hall
<br />a. Monthly Parking - The City Mmager asked ,the: Council to establish
<br />a rate' for parking under the new City Hall for employes, public
<br />parking, and others, stating that employes would be 'able to obtain
<br />parking by the month, and the general public wrnlld be parking at the
<br />meters. Mr. Hawk moved seconded by Dr. Purdy to establish a $7.50
<br />per month'rate:for employes, and $10 per'month for any other parking
<br />which may be available for outside people. Motion carried, Messrs~
<br />Swanson and Crakes voting no.

<br />b. Moving Dates - The City: Counc il was informed that April 6to 18
<br />would be considered:dates for the vario~s departments in the City
<br />to move to the new quarters, with department schedules being set

<br />c. Coffee Room Operation - The City Manager stated that Mr. Bill Thom,
<br />a: blind person~ had'requested he be,allowed.to operate the lunch
<br />room or coffee room in the new City Hall on a l-year lease proposal..
<br />He WJuld serve coffee, tea, cocoa, doughnuts, and for lunch would
<br />have available soup and sandwiches.. Also, a ,s.oft.: .drinkmachine
<br />wbuld be available. Mr. Christensen. moved seconded by Mr. Chatt
<br />to approve the proposal on a l-year lease ,basis. Motion carried.

<br />d. Dedication - The City Manager stated that he thought the City
<br />Council should be giving consideration to the establishment of a~
<br />date and the arranging of a suitable.program for the dedication
<br />of the new City Hall building. Mrs; Lauris, president of the
<br />Council, had written a letter :to the City Manager, copies ,of which
<br />were'distributed.'to the members of' the Council, containing, some
<br />suggestions for the dedication ceremony. Further discussion by
<br />the Council resulted in a motion by Dr: Purdy seconded by Mr.Hawk
<br />. to' have the Mayor appoint a de,dic,atipn committee. Motion carried.
