<br />3. Ward Boundaries - The City Manager stated that since the annexation of
<br />the Bethel-Danebo area, it is n~cessary.to propose a revision of the
<br />ward boundaries to make the four wards more,or less equal in p9pulation
<br />density. A map ,was presented which showed the proposed change in ward
<br />boundaries with a view to equalizing representation in the four wards.

<br />Mr. Chatt moved seconded by Mr. Swanson.to approve the staff recommenda-
<br />tion on the location of the new ward boundaries. Motion carried.

<br />4. Bid Opening. Loader-Backhoe Combination ~ A tabulation of bids received
<br />March 26, 1964 on a front end loader~backhoe combination was read by the
<br />City Manager with a prime bid and an alternate bid (addition of 4:1
<br />bucket instead of standard front end bucket) submitted by each bidder.
<br />The Public Works Department recommended acceptance of the low alternate
<br />bid of Midway Machinery Company. Mr. SWal son moved seconded by Mr.
<br />Christensen to accept the alternate bid of $13,705.65 of Midway Machinery
<br />Company on a Case front end loader and backhoe combination, Motion carried.

<br />Mrs. Lauris moved seconded by Mr. Chatt that Item 4 of the Committee report be received
<br />and placed on file (see award ~nder bid opening, page 540-4). Motion carried.

<br />5. Workable Program - The City Manager stated he had discussed with Mr.
<br />Lankford, of the Housing and Home Finance'Agency office, therecertifi-
<br />cation of Eugene's Workable Program. The Regional Director had not
<br />been able to recommend to the Housing Administrator the recertification
<br />of Eugene's,Workable Program because of a lack of a definite, systematic
<br />Housing Code enforcement. The City Manager stated that should Eugene go
<br />into this house-by-house inspection program, it would mean the employment
<br />of additional help in the Building Department, and this would need some,
<br />further study, before being presented to:the,City Council and Budget Com-
<br />mittee prior to budget completion.

<br />Mrs. Lauris moved seconded by Dr. Purdy that the: staff bring back a
<br />recommend~tion to the City Council on the feasibility of complying
<br />with: the recomm~ndation of the.Housing and Home Finance Agency and the
<br />possible need for recertification of:the Workable Program. Motion carried.

<br />6. Curb Cut. Grant Street 145 feet .north from 9th ~ Mr. Dave VanFossen, on
<br />behalf of the American Linen Supply Company, petitioned the Council for a
<br />curb cut along the west side of Grant Street between 8th and 9th:Avenues
<br />approximately l20.feet long. The Public:Works Department had stated they
<br />could not 'r~commend approval of the requested curb cut. Dr. Purdy moved
<br />seconded by Mr. Chatt to deny the requested curb cut. Motion carried,

<br />7. Resignation. Director of Par~& Recreation - The City Manager read a.
<br />lette~ dated March 31, .1964 from'W, Riley Matsler, director of Parks &
<br />Recreation for the City of Eugene, submitting his resignation to the .
<br />City Manager; Mr. Matsler stated in his resignation that he had made
<br />the decision to accept a' position of director of Recreation & Parks in
<br />Arl ington County;, "Virginia, The eity Manager stated that the people of
<br />Eugene, the City Council ,- and the staf~ would certainly,miss the serv-
<br />ices of Mr. Matsler, and he also stated that the park and recreation
<br />program in the City of Eugene was well known in the ,Pacific Northwest
<br />for its scope and efficiency of operation. The City Manager also stated
<br />that it was due largely to the efforts of Mr. Matsler, in conjunction
<br />with other .agencies in the area, that ,the:Department enjoyed this repu-
<br />tation. 'The ~ayor and members of the Council concurred with this ~ate-
<br />meat.
