Motion carried. <br /> <br />1 <br /> <br />2. 18th-19th Couplet - The Director of Public Works presented four plans <br />involving the 18th-19th couplet aqd the interchange on 19th at High <br />and Pearl. The plans were designated "A", "C", "C:-Modified", and "D" <br />(on, fpe in the Public Works Department). Mrs. Lauris moved that,the <br />CjModified plan be explored with School District No, 4 with a view to <br />adopting it. The motion was not seconded. <br /> <br />After further discussion of some of the problems involved with the ap- <br />proach near the driveway to South Eugene High School, Dr.: Purdy moved <br />seconded by Mr. Swanson to make 18th and 19th.a one-way couplet. Motion' <br />carried, Mrs. Lauris and Messrs. Christensen and Crakes voting no. <br /> <br />e <br /> <br />Mrs. Lauris moved seconded by Mr, Crakes that Item 2 of the Committee report be tabled. <br />After a brief discussion by the Council, Mrs. Lauris withdrew the motion with consent <br />of the second. <br /> <br />I <br /> <br />Mrs. Lauris then moved seconded by Mr. Chatt hot to make 18th and 19th a one-way couplet. <br />On fur.ther discussion by the Council' and questions, from members in the audience,in at- <br />tendance at the:meeting, Dr. Purdy moved that the item be tabled. Mr,: Crakes seconded <br />the motion, and the vote was 4 to 4. <br /> <br />Mayor Cone explained that he had received numerous calls::regarding the couplet, and <br />everyone who had talked with him seemed to feel that there.is no necessity for this <br />installation of the couplet at this time, making l8~h and 19th one-way streets. He <br />voted yes, and the item was tabled. <br /> <br />In discussing the control and signalization for traffic at 19th and High, Mrs, Lauris <br />moved seconded by Mr. Ch?tt to proceed toward the using of Plan "D" with the utiliza- <br />tion of Plan ~'C-Modified" for the interim period. Motion carried, Mr. Swanson voting <br />no. <br /> <br />It was understood. that the staff and the Public Works Department would negotiate with <br />School District No. 4'concerning the approach to the warehouse area of South Eugene <br />High School for the change in the location of the curb cut. In further discussion of <br />movement of traffic on. 18th and 19th, Mrs. Lauris moved seconded by Mr. Crakes to re- <br />move parking from 18th Avenue betweenWillamette and Hilyard Streets. Motion defeated. <br /> <br />Mrs. Lauris also recommended that Safeway Stores should be contacted with regard to the <br />possible closing' of the driveway entr~nce to their lot which opens onto 18th Avenue be- <br />tween Oak and Pearl Streets. 'Mr, Chatt moved seconded by Mr. Swanson that the staff <br />make a study. with regard to the removal of parking from 18th Avenue between,Hilyard <br />and Willamette Streets, returning. a recommendation to the Council. Motion carried. <br /> <br />I <br /> <br />2 <br /> <br />3. Low-rent Housing, Parking Requirement - The City Manager read: excerpts <br />from the minutes of the Eugene Planning Coinmission meeting of April 7, <br />1964 regarding parking for the low-rent housing project, in which <br />minutes it was moved by Mrs., Niven seconded by Mr. Hamlin to recommend <br />to the Council that favorable consideration be given to a variance which <br />would ,allow a park~ng ratio of one' space for every two units in the <br />Skinners Butte site. Copies of a site comparison summary were distri~ <br />buted by a representative of the archite~tural firm of Lutes & Amundson <br />comparing the Skinners Butte site with the alternate site, and the cost <br />of developing the sites. <br /> <br />e <br /> <br />Mrs. Lauris moved seconded by Mr. Hawk to favor approval of the ratio <br />of one-to-two parking spaces for the low-rent housi~g project. <br /> <br />On further discussion by the Council and questions to the. architects, <br />Dr. Purdy moved seconded by Mr. Crakes to amend the original motion to <br />allow 86 parking spaces on the proposed parking area ,for the housing <br />development. Motion defeated. <br /> <br />A vote was then taken on the original motion, Motion defeated, <br /> <br />Mr. Hawk moved seconded by Dr. Purdy that the Council favor granting a <br />variance which would allow a parking area containing 86 spaces.
