Paving and sewers in Panorama View Subdivision; paving City View, 23rd <br />to 27th - The petition was signed by owners of 68% of the abutting prop- <br />erty, bu~ 100% of the northern part and only 38% of the southern were <br />represented. Mr. Chatt moved seconded by Mr. Hawk to approve the peti- <br />tion. The committee stressed the importance of a continuously improved <br />street, rather than leaving a gap unpaved. A vote was taken on the mo- <br />tion, and motion carried. <br /> <br />2 <br /> <br />9. Paving and sewers in 1st Addition to Oak Hills; paving Agate from north <br />boundary of Oak Hills Addition to south boundary of 1st Addition to Oak <br />Hills - The Assistant City Manager pointed out that 97% of the abutting <br />property was represented on th~ petition. Mr. Chatt moved s~cond~d by <br />Dr. Purdy to approve the petition. Motion carri~d. <br /> <br />e <br /> <br />3 <br /> <br />10. Paving and sanitary sewer in Deerfield Addition (area between Grant and. <br />west boundary Deerfield Addition from north to south boundary of Deer- <br />field Addition) - The Assistant City Manager pointed out that one signer <br />owned 89% of the property and that the two other owners opposed the im- <br />,provement. Mr. Chatt moved seconded by Dr. Purdy that the petition be <br />approved. Motion carried. <br /> <br />I <br /> <br />4 <br /> <br />11. Sanitary sewer Lots 14 through 18, 1st Addition to Sun Ray Ridge - This <br />petition carried signatures of owners of 100% of the property affected" <br />and Mr. Chatt moved seconded by Mr. Hawk to approve the petition. <br />Motion carried. <br /> <br />5 <br /> <br />12. Sacred Heart Hospital, Parking on City-owned Land 13th and Alder - A <br />piece of property at 13th and Alder had been deeded to the City by <br />Sacred Heart, and Sacred Heart is now requesting permission to park <br />in this space. The Assistant City Manager as~ed the committee to give <br />the administration some direction as to the feasipility of leasing,or in <br />some other manner permitting the Hospital to use the property for parking. <br />Mr. Christensen asked if the Hospital is complying with their original <br />plans for off-street parking, and the Assistant City Manager said he <br />sould look into this. Dr. Purdy moved seconded by Mr. Chatt to g~ve <br />tentative approval to the Hospital's proposal. Motion carried. <br /> <br />6 <br /> <br />l3.Amending City Code, Airport Licenses - The Assistant City Manager said <br />that one commercial license and sixteen private licenses have been <br />issued to owners of airplanes using Mahlon Sweet Fiel~. He explained <br />that revenue from these licenses was $360 ~ast year and that the <br />licenses no longer serve a useful purpose. He. said that the City Mana- <br />ger agreed on this point and that the City should be encouraging operation <br />of private aircraft at the Airport and not discouragirg it by charging <br />a license fee. Mr. Swanson moved seconded, by Mr. Christensen to repeal <br />those sections of the City Code which require a~rplane licenses. Motion <br />carried. <br /> <br />I <br /> <br />7 <br /> <br />i4. Bid Opening Improvement Pro;ects, June 2, 1964 - A tabulation of bids <br />for various improvement projects opened June 2, 1964 was presented to <br />the Committee. The Assistant City Manager said that a petition r~pre- <br />senting 84% of the property which would be assessed for the paving of <br />Kincaid Street between 18th and 19th Avenues had been submitted, and he <br />noted that the thrust of the petition was that the macadam su~facing <br />which was done in 1921 and 1926 is satisfactory, that the owners of the <br />property on the street are elderly and do not have fi~ancial resources <br />to pay the assessments, and that the propo~ed paving would be unfair, un- <br />lawful, and unauthorized under the City Charte~. The Public Works Di- <br />rector pointed out that the property indeed had been previously assessed, <br />but that it was not for permanent improvements, merely for grading and <br />graveling the street, and that the street has been an expensive mainte- <br />nance problem and that any macadam on the stree~ has been placed there <br />for patching rather than as a permanent surface. Mr. Christensen moved <br />seconded by Mr. Swanson to proceed with paving of the street. Motion <br />carried. <br /> <br />e <br /> <br />I <br /> <br />The Assistant City Manager also read two letters of protest regarqing <br />the paving of 15th from Polk.to Tyler. <br /> <br />Dr. Purdy moved seconded by Mr. Chatt to award contracts to the lqw <br />bidder on each of the projects.
