<br /> ~3 ~ <br />e <br /> 6/22/64 <br />I <br /> 1 15. 30th Avenue Traffic - Mr. Lew Ward, on behalf of the Harris School PTA, <br /> spoke concerning the incident of the gravel :truck coming down '30th Ave- <br /> nue hill out of control and eventually winding up in the Amazon Creek <br /> bed with fatal injuries to the driver, and the concern of the PTA for <br /> the school children who have to cross 30th Avenue. Mr. Ward stated he <br /> had contacted Mr. Richard Miller, chairman of the School District No.4 <br /> Board of Directors concerning this matter, and urged the Council to <br /> strongly consider the erection of an overpass over 30th for the school <br /> children attending Harris School. On further discussion" by the Council, <br /> Mr.Christensen moved seconded by Mr. Chatt to approve the overpass and <br /> direct the staff to contact the School Board and the County with a view <br /> to sharing construction costs, and report back to the Council with a <br />e recommendation. Motion carried. <br /> 2 16. Abatement 1373 West 7th, J&W Towing - Superintendent of Building In- <br /> spection reported that this property cannot be abated at the present <br /> time according to the City Code and no action was taken by the Council. " <br /> I Mrs. Lauris moved seconded by Mr. Chatt to approve Items 14 through 16 of the Commit- <br /> tee report. Motion carried, Mr. Crakes voting no on Item 15. <br />I Committee meeting held June IS, 1964: <br /> "Present: Mayor Cone; Councilmen Lauris, Chatt, Christensen, Crakes, and <br /> Purdy; City Manager; Assistant City Manager; City Attorney; City <br /> Recorder; Director of Public Works; and Others. <br /> 3 1. Amendment , Civil Service Code - The City Manager explained a proposed <br /> ordinance which would amend Section 13.8 of the City Code relating to <br /> Civil Service. The change would provide for the exclusion of members <br /> of a rural fire protection district which district had been wholly or <br /> partially annexed to the City of Eugene, and whose member's might be em- <br /> ployed as firemen by the City of Eugene. Mr. Christensen moved seconded <br /> by Mr.Chatt that the ordinance be presented at the June 22, 1964 Council <br /> meeting for action. Motion.carried. <br /> Mrs. Lauris moved seconded by Mr. Chatt to postpone action on Item 1 for one week. <br /> Motion carried. <br /> 4 2. Bid Opening Improvement Proiects-June 16,1964 - A tabulation of bids <br /> was read by the City Manager; The Public Works Department recommended <br /> that the project included in the tabulation for the" pa~ing and sanitary <br /> sewer in Rep~at of Lots 6 and 7, Block 6, Sunny Hollow, be withdrawn and <br />I specifications written on the paving and sewer projects separately and <br /> new bids called on each project separately. Dr. Purdy moved seconded by <br /> Mr. Crakes to approve withdrawal of the project'as recommended. Mot io n <br /> carried. <br /> Dr. Purdy moved seconded by Mrs. Lauris to award contracts to the low <br /> bidder on each of the remaining projects. Motion carried. <br /> 5 3. Vacation Beech Street, 13th to Franklin Boulevard - The Urban Renewal <br />e Agency had requested the vacation of Beech Street between 13th Avenue <br /> and Franklin Boulevard, the vacated area to be used as a part of the <br /> University's parking program' development. The Public Works Department <br /> indicated that the City is involved to the extent of $436.88 in paving <br /> costs for the intersection, also there"is an IS-inch sewer, and water <br /> and gas lines in the street. Mrs. Lauris moved seconded by Mr. Christen- <br /> sen to approve the proposed vacation. Motion carried. <br /> 6 4. Crosswalk on Pearl Street between 7th and Sth - In May 1964, the Council <br /> had requested a staff recommendation concerning installation of a cross- <br /> walk on Pearl Street between 7th and .8th Avenues from the new City Hall <br /> to the Courthouse area~ The City Manager read a statement giving his <br /> reasons for his recommendation against the installation of this crosswalk. <br /> He stated that pedestrian traffic at this point would be observed over <br /> a period of time and the situation may be re-evaluated at a later date. <br />I Mr. Christensen moved seconded by Mr. Chatt to concur in the recommenda- <br /> tion of the City Manager against establishment of the crosswalk.
