Councilman Swanson asked if <br /> restrictive specifications had been written and was told the specifications were <br /> simple specifications and the Public Works Department had recommended the best bid <br /> on equipment value. Mr. Christensen stated that the ability to interchange parts <br /> with other sweepers owned by the City of the same make would be an advantage which <br /> I would offset the difference in price. <br /> Mrs. Lauris moved seconded by Mr. Hawk that the Wayne Model 980 sweeper be purchased <br /> from Feenaughty Machinery Co. on their bid price of $11,417.00. Rollcall vote. All <br /> councilmen present voting aye, except Mr. Swanson voting no, motion carried. <br /> 1 Payment Estimate to Richard Clark, architect for new terminal building at Mahlon <br /> Sweet Field, was presented in the amount of $4,230. 4l. <br /> Mrs. Lauris moved seconded by Mr. Swanson to approve the pay~ent and authorize proper <br /> City officials to draw the necessary warrant. Rollcall vote. All councilmen present <br /> voting aye, motion carried. <br /> COMMITTEE REPORTS <br /> Committee meeting held July 16, 1964: <br /> "Present: Councilmen Lauris (presiding until Mayor Cone's arrival), Chatt, <br /> Swanson, Christensen, Deverell, Crakes, and Purdy; City Manager; <br /> Assistant City Manager; Assistant City Attorney; City Recorder; <br /> Director of Public Works; and others. <br /> 2 1. Maximum Fine Ordinance - The City Manager distributed copies of a pro- <br /> posed ordinance adjusting upward the penalty for violation of City <br /> I ordinances. There was no discussion on the item. <br /> Mrs. Lauris moved seconded by Dr~ Purdy that Item 1 of the Committee report be re- <br /> ceived and placed on file. Motion carried. <br /> 3 2. Curb Sidewalk, 14th between Polk and Taylor - Property owners on the <br /> north side of 14th Avenue between Polk and Taylor - Peter Schreiber, <br /> Mrs. Wm. Widmer, and Gordon W. Elliott - requested curb sidewalk 10- <br /> e cation. The Public Works Department had investigated the request <br /> and studied the area and had determined that no topographical feature <br /> exists which would justify waiving the standard setback location, and <br /> recommended denial of the request, that 14th should be similar to <br /> Taylor and 15th. Members of the Council having viewed the propo~ed <br /> location, Mr. Christensen moved seconded by Dr. Purdy to approve <br /> the standard setback for sidewalk location and to deny the request. <br /> Motion carried. <br /> Mr. Christensen moved seconded by Dr. Purdy to approve Item 2 of the Committee re- <br /> port. Motion carried, Mrs. Lauris voting no. <br /> 4 3. Parking Restriction, 1081 West 6th, West 6th Grocery - Mr. A. L. <br /> Newton, owner of West 6th Grocery at 1081 West 6th Avenue, requested <br /> a parking restriction in front of his market. The Public Works De- <br /> partment recommended l-hour parking restriction for the 58-foot <br /> I frontage. Mr. Christensen moved seconded by Mr. Chatt to approve <br /> the recommendation and sign the restricted curb~ Motion carried. <br /> 5 4.
