<br /> 1 5. Frank Decker Jackson, Fire: Department, Commendation - The City Manager
<br /> read: a letter of commendation from the Commanding Officer bf the U. S.
<br /> Naval and Marine Corps Reserve Training Center citing the action of
<br /> Hospital Corpsman Second Class Frank Oecker,Jackson,.a member of the
<br /> Eugene Fire Department, in saving the life of a civilian specialist who
<br /> had been struck with 3000 or more: volts of electricity. The letter
<br /> credited Corpsman Jackson for contributing directly to saving the life
<br /> of the'injured man,: through his' expert knowledge and skillful use of
<br /> first aid, and cited it as an.outstanding examPle of the rescue training
<br /> and performance of the Eugene Fire Department.

<br /> Dr. Purdy moved seconded by Mr. Chattto receive the letter and pl~c~ ~n file, and to:
<br /> direct a letter of commendation from the City Council to Mr. Jackson commending him '_
<br /> for his action.' Motion:carried. .
<br /> 2 6. 2-hour Parking, 16th from Wil1amette to the alley between Willamette and
<br /> Oak, L&L Market - The Public Works Department recommended the parking
<br /> restriction be put into effect as requested, on both sides of the street.

<br /> Mr. Christensen moved seconded by Mr. Chatt to approve the installation.of 2-hour park- I
<br /> ing restriction as recommended. Motion carried.
<br /> 3 7. Parking Restriction, 5th between Olive and Willamette, U.S~Postof~ice -
<br /> Ethan Newman, postmaster, requested the prohibition of patking 6n both
<br /> sides of 5th Avenue in the ~est-half of the block betweenWillamette and
<br /> Olive Streets" between the hours of,lO:O,O p.m. :and 3:00 a.m. The request
<br /> was initiated because of the larger vehicles transporting mail to Eugene
<br /> and t,he need ,for room to turn into the postoffice driveways. The Public
<br /> Works Department recommended approval of the prohibit io n.

<br /> Mrs. Lauris moved seconded by Mr. Chatt to put the parking prohibition into effect'as
<br /> recommended between th~ hours of 10:00 p.m. and 3:00 a.m. Motion carried.

<br /> 4 8. Curb Cut 5th ,between Fillmore and Chambers ," Star Lumbel? - The Star Lumber
<br /> Company requested a 110-foot curb cut on 5th Avenue from,Fillmore Street
<br /> to the. west o,n their property:frontage, to be a valley~type reinforced
<br /> curb. The Public Works Department recommended approval. ,
<br /> Mr. Christensen moved Se'conded by Mr. Chatt to approve the Public Works Depavtment's
<br /> recommendat ion., Motion carried.

<br /> 5 9". "Stop' Signs, Lincoln at 2nd', 3rd, 4th - The Public Works Departmenr recom-
<br /> mended" that, :b.ecause of 'predominance' of traffic :on Lincoln Street and
<br /> site restrictions, a,t 4th, Lincoln Street be designated as a through street I
<br /> between~ 2ndgand~,.5th,"'andc'stbp" signs installed :at 2nd, :3rd, and 4th Avenues
<br /> stopping traffic entering Lincoln;.and a stop sign installed on the private
<br /> road of Southern Pacific Company. at :ab6ut 3'rd Avenue stopping :traffic enter-

<br /> 6 10. Board of Appeals Decision, Roof at 3185 Willamette, Furtick - Mr. Donald . -
<br /> Furtick requested an appearan'ce before the Cou'ncil to appeal the deci-
<br /> .sion of the Board of Appeals on August 12, 1964 to deny permission for
<br /> substitution of materials in a dental clinic at 3185 Willamette Str-eet.
<br /> It was reported that the plans approved for issuance of the building per-
<br /> mit had specified 3-ply built:-up roofing" but that standard shakes of.
<br /> 1/2" to 3/4" nominal thickness had been' used whereasc; the Building Code
<br /> require~ shakes to be of ~-inch nominal ~hickness. All other requirements
<br /> for use of a shake roof had been met; The Board of Appeals had ruled
<br /> that the shake roof installed in violation of the Code would have to be
<br /> removed. . ' ,

<br /> Mr. Christensen moved seconded by Mrs. Lauris to uphold the Board of Appeals and re-

<br /> 7 ***The City Manager asked the Council whether the City of Eugene would support West
<br /> Coast: Air Lines in their petition for non:-s:top: s:ervice. between Medford and San Fran-
<br /> cisco. Because of the lack of -statistical' informa:tion cohcerning: the . need: for this
<br /> service and the need for service to the cities south of Medford which would be de-
<br /> leted',:from West Coast -service, the Council upon motion by Mrs. Lauris seconded by
<br /> Mr. Chatt voted not to participate in the request.
