Appointments, Sign Committee and Library Board - Mayor Cone announced <br /> his appointment of Mr. Vince Farina as a member of the Mayo r I s, Sign <br /> Committee, replacing Mrs. Betty Niven, resigned. Wayor Cone also an- <br /> nounced the appointment of Mr. Thomas D. McKeigue as a m~mber of the <br /> Library Board for the unexpired term ending January 1, 1967 of Mr. <br /> Kenneth Kohnen, resigned. Mrs. Lauris moved seconded by Dr. Purdy to <br /> approve the appointments. Motion carried. <br /> Mrs. Lauris moved seconded by Mr. Chatt to approve Item 1 of the Committee report. <br /> Mot ion carried. <br /> 2 2. Sign Ordinance ~ The City Manager distributed copies of a proposed <br />e ordinance regulating signs for the City of Eugene for the Council to <br /> review. No action was taken. <br /> Mrs. Lauris moved seconded by Mr. Chatt that Item 2 of the Committee report be re- <br /> ceived and filed. Motion carried. <br /> 3 3. Commission on Human Rights Ordinance - Copies of a proposed ordinance <br />I establishing and delineating duties of a Commission on Human Rights <br /> for the City of Eugene were distributed to members of the Council, and <br /> the Mayor asked Dr. Robert Campbell, a member of the present appointed <br /> Commission, if he wished to make' any remarks cOncerning the ordinance <br /> at this time. Dr. Campbell stated he hoped the Council would look <br /> favorably upon the ordinance and recommended its passage. In discussion <br /> of the terms and conditions of the ordinance, the members of the Council <br /> asked several questions of Dr. Campbell , after which Dr. Purdy moved <br /> seconded by Mrs. Lauris that Subsection (h) of Section 1 of the pro- <br /> posed ordinance be amended making the Commission's authority to accept <br /> contributions and expend the same subject to the provisions of the <br /> Oregon Budget Law. Motion carried. <br /> Dr. Purdy moved seconded by Mrs. Lauris to approve the proposed ordi- <br /> nance as amended. Motion carried. <br /> The City Manager explained the wording of Subsection (h) of Section 1 in the proposed <br /> ordinance had been changed, and read the section as it now appears in the ordinance <br /> to be presented for passage. <br /> Mrs. Lauris moved seconded by Mr. Chatt to approve ~he ordinance as amended. Motion <br /> carried. ' <br /> 4 4. Swimming Pools and Community Buildings - Copies of a program outlining <br />I needs for swimming pools and community recreation buildings in the <br /> City of Eugene, prepared by Lutes and Amundson, architects, were dis- <br /> tributed to members of the Council. <br /> !1 5. Report of Grand Jury No. 2, July 1964 - Copies of the report of Grand Jury <br /> No. 2 empanel led for the July 1964 term were presented to the Council mem- <br /> bers by the City Manager who asked if any of the Council had any comments. <br /> The Council indicated that since they had just received copies of the <br />e report, they wished time to study the material having to do with the <br /> County-City jail, City Attorney, and Municipal Court iQ the report. <br /> Mr. Swanson moved seconded by Mr. Christensen to table this item until <br /> the September 17, 1964 Committee meeting. Motion carried. <br /> It was suggested that the City Manager report on the comments in the <br /> Grand Jury's report with regard to the jail and office of the City <br /> Attorney, and that the Municipal Judge make a report on the operation <br /> of the Municipal Court. <br /> ~ 6. Animals in City Parks - A "dead owl report" had previously been requested <br /> by the Council subsequent to publication of a letter written to the edi- <br /> tor of the Register-Guard concerning the condition of animal quarters in <br /> the City's parks. The City Manager explained that the Parks and Recrea- <br /> tion Director state the dead owl referred to had been removed the follow- <br /> ing morning and that it had died of natural causes. Also, the ro ndition <br />I of the bear pens makes them difficult to maintain, but they are cleaned <br /> every day. <br /> Mrs. Lauris moved seconded by Mr. Chatt that Items 4, 5, and 6 of the Committee report <br /> be received and filed.
