Mayors Down- . <br /> town Study Committee, gave a report on the proposal for the establishment <br /> of a parking district.and the proposed,inethod of assessment: to finance <br /> the' district. A small City map was passed to members of the: Council <br /> showing the area encompassed by the district with the layout of the pro- <br /> posed' parking lots. Comments on' the district were made by the Planning <br /> Consultant and Mr. S. J. Kilpatrick, a member of the Committee, and others. <br /> Mr. Hawk then recommended that the Council adopt the proposed plan and <br /> implement its establishment of the district.- Mr. Christensen moved <br /> seconded by Dr. Purdy to adopt the proposed plan and proceed with the <br /> parking district project. Motion carried." <br /> Mrs. Lauris moved secohded by Mr. Chatt to approve Item 7 of, the Committee report. e <br /> Councilman Hawk was asked to brief the audience on the committee's work and the pro- <br /> posals presented to: the Council, and the recommendations on the method for financing <br /> the proposed parking district were also explained. -On call for: disctlssion, several <br /> members of the audience spoke, among them Messrs. Jac,k Foster, Howard Buford, Lewis <br /> Hoffman, John Luvaas, Robert Ferguson, Paul Lansdowne, S. J. Kilpatrick,' Archie <br /> Weinstein, and Dr. Shepard. Dr. Shepard, spe~king a~a representative of the Medical I <br /> Center Building, stated the Center has two separate parking lots which they are using <br /> as parking for their patients coming to the Medical:Center.and v~lidating tickets' from <br /> these particular parking lots. Dr. Shepard also indicated that the Study Committee <br /> had con~acted the Medical Center: group early inthe discussi0n of.the: proposed parking <br /> district, but they understood now that the second lot which h~d not previously been <br /> discussed was being considered. in the parking district: for a parking ~tructure. Mr. <br /> Max Wright, manager of the Medical Center, stated he felt there should be some clari- <br /> ficatio~ of the proposed method of assessing already: established parking facilities <br /> for the: public and: asked for. a more detailed' explanation of the committee recommenda- <br /> tion on this point. <br /> , <br /> Mr. Orchard of Orchard Auto Parts stated that his firm had provided ample parking <br /> space for their customers'for. the foreseeable-future, but that patrons of the post- <br /> office and other businesses close to his paFking area were using' the arm while con- <br /> ducting their business e1sewhere. Mr. Orchard also stated that he fat that a more <br /> equitable means of assessing those businesses which have provided ample parking <br /> space should be worked out in the parking district proposal. <br /> Mr. Paul Lansdowne of the Eugene Hotel stated that he felt that to charge for all the <br /> floor area of the upper: residential floors of the Hottel would be out of line.with-the <br /> charges to other businesses. Mr. Lansdowne stated that the upper floors of the Hotel <br /> should be considered in the same category with residences, even if they were just <br /> overnight, r.esidences. Mr. Lansdowne also stated that the Hotel is now. providing <br /> par~ing space:for its guests and also some hourly and monthly charge public parking. I <br /> : <br /> The City Manager read a letter from the Oregon Bank, Mr. Robert Ferguson, manager, <br /> which letter stated that the Oregon Bank had used approximately two-thirds of their <br /> total land area for parking purposes. -This parking was for,their own employes 'and <br /> customers and approximately some 30-odd spaces were rented to merchants and employes <br /> of other business establishments. The Oregon Bank stated they'felt they had provided <br /> more than their share of public parking, and that itwould:be very inequitable to be <br /> charged for:other off-s~reet parking in addition to:providing more t'~an:ample parking e <br /> for their o~n business. . , <br /> : <br /> Mr. Archie Weinstein said he felt that the City:Council should utilize the existing <br /> ordinance which would allow a parking district to be set up under a specified portion <br /> of the Oregon statute and recommended that the C6uncil:consider:several small ~rking <br /> districts instead of trying to combine the whole area into:one large parking assess- <br /> ment district. . . <br /> . ' <br /> Mrs. Lauris moved seconded by Mr. Swanson to amend the wording or the original motion <br /> to state the CounciL would adopt the 'proposed plan "in-principle". Motion can,ied. <br /> A vote was taken on the original motion:as amended (to adopt-the proposed plan and <br /> proceed with the organization of the parking district, in prinCiple). =Ro11ca11 vote. <br /> All councilmen:present voting aye, motion carried. <br /> : I <br /> Items on September 10, 1964 agenda not considered at that time: <br /> 1.
