r152 e 10/12/64 I After some further discussion, a vote was taken on ~he motion to app~ove_adoption I of the parking committee report. Motion defeated,,'Mrs.:Lauris, and Messrs. Deverell, and Hawk voting ye~; Messrs. Chatt, Swans oJ?;, C~ristensen, and Purdy voting no. After some further discussion, Mr. Chatt moved seconded by Mr. Swanson to refer the matter of the off-street parking assessment district to a joint meeting of the Council and the Mayor's Parking Study Committee. Motion carried. 2. :Purchase of Property. - . 1 12th and Oak. Russell - A letter was re~d from Mr. Stanley Darling, attorney for Mrs. Merle L. Russell,:the:owner.of . a piece of property on the corner of l2~hand:Oak ~hich she prop~sed the City buy for parking lot purposes. The property contains approxi- mately 27,440.:sq.ft. :vith a hou~e:an~ 1!l~me c,?urt apartments on it. ,Mrs. e Russell would sell the property to the City of Eugene on a contract for 0 a tot'al price of $164, 460 '~iththe annual ~ayment, to b~' in the a~o':1nt : of $12,000, including principal and interest. Councilman Hawk stated the parking study committee,had included this piece of property in their parking program in exchange for Methodist Churc h property on the opposite side of the street since:the-Russell property was:available and could be used to better advantage as a parking lot. Some discus- I sion:followed.concerning the:proposed terms of the contract concerning the annual payment and the beginning time of the annual-payment after which Mr. Chatt moved:secbnded:by:Mr. Crakes to proceed'on a tentative basis to acquire the Russell property pending further negotiation on the terms of the agreement. Airport Sign - The City Manager:presented two drawings of a proposed advertising sign~t the junction of West 99:and Aitpor~ Road to be erected on private property which would advertise Mahlon Sweet Field, .the Airport 'Restaurant, West Coast Airlines, aild Green's Flying Serv- ice, ~ith:the City.of Eugene to participate in:the ~ost of the sign on a monthlJ rental basis. :Federal Neon and. Aerolite Neon submitted design proposals and it schedule of rates. for the advertisers which:would be- shown on the sign~ After some discHssion by the Council, Dr. Purdy moved seconded:by:Mr. Christensen that the City not participate-in the:sign. Bid Opening Loader for Parks Department - September 24. i964 - The City Manager read the tabulation of bids for a front end loader e tractor for the Bureau of Farks and Recreation; Mr. Hawk moved seconded . by Mrs; Lauris to accept the bid of Machinery Exchange in the amount of $7,470.21. Hunting in City.- A request had'come into the City Manager's office concerning the use of firearms within the City,- particularly'in the Bethel-Danebo area and the ordinance nOw in the Ciiy:Code wh~ch pro-: hibits the firi~g of firearms within the City limits except by a peace officer:in thedi~charge of hii duties. -Previouslt befoie annexation the residents of the Bethel-Danebo area:had been in the habit of hunt-. ing pheasants and other game birds 'on - their :propertyand :since annexa- - tion to the City of Eugene th~s would .be construed, as:a:violation of I the City Code.
